Northrop Grumman's Aeronautics Systems sector is currently hiring a Director of International Policy and Strategy to join our team of qualified, diverse individuals. The preferred location for this position is Falls Church, VA, but other locations will be considered on a case-by-case basis as determined by business needs (a temporary remote location will also be taken into consideration).

This position reports to the Director of Global Policy and Acquisition Analysis within the Strategy and Business Development team. The Director of International Policy and Strategy is responsible for:

Leading the assessment of national security policies of the US government and relevant foreign countries and determining the implications for sector business opportunities; identify potential risks, develop mititgation strategies.

Understanding the national security policy formulation processes, key actors, and timelines in the US and relevant foreign countries.

Understanding customer buying processes, behaviors, plans, and historical context

Providing insight to sector leadership on global regulatory policies, including but not limited to export/ITAR, nonproliferation/MTCR, and Foreign Military Sales.

Maintaining awareness of emerging trends in the government, technology, economic, industrial policy fields as they apply to the sector's future opportunities. Identifying potential policy barriers to partnerships on emerging technologies.

Evaluating new developments and trends in countries/regions of interest including Europe, Asia, and the Middle East; forecast business implications and recommend strategy to shape US and relevant foreign national security policies.

Evaluating US Government defense security cooperation and partner capability building policies in these regions; identify potential funding and resources for partnerships.

Assessing foreign initiatives to strengthen defense industrial cooperation (such as the European Defense Fund). Identifying potential policy implications to partnerships.

Shaping US Government and relevant allies' national security policies around collaborative development partnerships as they apply to the sector's future opportunities

Providing coordination and advice to campaign leads supporting priority international efforts that are critical to achieving the sector's strategic and financial objectives.

Setting and driving policy strategy for NGAS international campaigns.

Formulating strategies and executing plans to gain support for NGAS international business efforts from government officials.

Maintaining close coordination with Corporate Global Business Office and other sectors on matters related to US and foreign security policies.

Interacting with think tanks, industry groups, consultants, and government officials on policy matters, consistent with NGAS and NGC policies.

Preparing white papers, briefings, and analyses regarding security policy matters including the implications for NGAS international business efforts.

Maintaining awareness and sufficient knowledge of Northrop Grumman products, programs and capabilities in order to provide requisite counsel and assistance in furthering business objectives.

Participating in regular reviews of individual campaigns, providing both strategic and tactical strategy recommendations.

Mentoring business development professionals and capture managers working on international programs/pursuits. Identifying training needs; providing the relevant training as appropriate.

Qualifications:

Basic Qualifications:

Must have a Bachelor's degree AND 10 years of related professional experience.

Must have at least 3 years' experience with US and International National Security Policy generation organizations, processes, and history; OR at least 3 years' experience with Campaign techniques, practices, and theories gained through a wide variety of relevant experiences.

Must be willing and able to travel domestically and internationally, as determined by business needs.

Must be able to attain and maintain an active DoD Secret clearance.

Preferred Qualifications:

Active DoD Secret or Top Secret clearance.

Master's degree

Direct participation and experience in the US national security policy formulation processes

International business development and campaign experience in countries relevant to NGAS priorities including NATO member states.

Familiarity with the role of the legislative branch in shaping national security policy in the United States and abroad.

Experience working with think tanks on policy matters (national security, export).

Current or previously held DoD Security Clearance.

Must have excellent written and oral communication skills, suitable for executive audiences

Must possess excellent customer relationship building and sustainment skills.

Must be a team player and act with minimal guidance
