The Hennepin County Elections department is responsible for the administration and supervision of all federal, state, and local elections in the county and 800,000 registered voters. The department continues to expand in size, scope, and complexity in response to state and local election legislative changes, program area expansion, procedural changes, and expansion of operational responsibility within the department. To effectively manage and respond to department mission, vision, and service changes, the department is seeking to hire a Voter Engagement Division Manager.

This position will work closely with department management and will assume various management level operational functions for the department providing essential support to department leadership and management of the department’s voter outreach and engagement division. A commitment to the department’s mission to ensure equitable access to voting while administering accurate, impartial, and secure elections, with strong operational management skills, proficient technical competency, proactive problem solving, and organized resource management skills are essential to the position.

Location and hours:
This position is hybrid and will be performed both on-site at Hennepin County's 625 building, 625 South 4th Avenue, Minneapolis, MN 55415, and remotely as job duties require. Work hours will be Monday through Friday, between 8 a.m. – 4:30 p.m. and are subject to change based on business need. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Coordinate department voter outreach and engagement; define program goals, policies and objectives; manage area performance and strategic planning.
  • Manage, supervise, and support development of regular and seasonal staff supporting voter outreach and engagement program areas.
  • Manage and engage in high level facilitation of voter outreach and engagement program operations with broad department and county-wide impact; develop and implement training for internal partners and community organizations supporting program goals and objectives; facilitate collaboration among internal and external partners.
  • Design and implement external communications including print, radio, and social media outreach campaigns.
  • Coordinate and develop legislative strategies and department legislative platform related to voter outreach and engagement; manage county-wide implementation of legislative changes related to voter outreach and engagement.
  • Manage strategic procurements, maintain department contracts related to voter outreach and engagement including solicitation of proposals, organization and vendor evaluation and selection; development and maintenance of organization and vendor relationships; coordinate with county purchasing and county attorney to develop and maintain new and ongoing contracts supporting voter outreach and engagement.
  • Prepare, monitor, and analyze department budget and expenditures and administer grant funds related to voter outreach and engagement program areas.
  • Chair county-wide, intergovernmental, and department committees or task forces; represent the county and department on committee meetings within and outside the county; draft communications with county leadership focused on voter outreach and engagement including preparation of board action requests and board briefings.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion.
Need to have:
  • One of the following:
    • Nine or more years of experience related to organizational operations or programs or a specialty area appropriate to the position.
    • Bachelor's degree or higher in business administration, political science, or other field appropriate to the position and five or more years of experience related to organizational operations or programs or a specialty area appropriate to the position.
Nice to have:
  • Experience:
    • Interpreting and applying Minnesota election statutes, rules, and understanding of federal election laws, local city charters, and ordinances focused on voter education, voter outreach and voter engagement.
    • Solicitating, evaluating, and maintaining contracts and grants for services supporting voter outreach and engagement.
    • Addressing racial, gender, LGBTQIA+, neurodiversity, and other differing ability equity.
    • Coordinating and developing legislative strategies with the ability to use and analyze data to inform decisions impacting the division.
    • Defining goals, objective, program area policies, and area performance for a major division within a department.
    • Managing and developing regular and seasonal staff supporting voter outreach and engagement.
    • Working directly with state, federal, and local election administrators.
    • Supporting department management with communication among county leadership including preparation and monitoring of board action requests.
  • Ability to:
    • Direct a major division within a department.
    • Plan and organize complex projects.
    • Work collaboratively with a diverse group of team members and internal and external partners.
    • Interpret policies, procedures, laws, and regulations.
    • Investigate and resolve complaints.
    • Prepare, monitor, and analyze budget and administer grant funds related to department technology.
    • Communicate clearly and concisely in verbal and written form.

Hennepin County Elections works with partners at the federal, state, and local level to provide voting services to over one million eligible county residents in over 400 polling places throughout the county. Program areas include voter registration, absentee voting, voter education and engagement, local election clerk training, voting technology, election day operations, results reporting and certification, recounts and audits, candidate filing, campaign finance reporting, violation investigations, and elections data stewardship.
