POSITION SUMMARY                                           


The Association for Community Affiliated Plans (ACAP) seeks a Medicaid Policy Manager to provide policy and research management and help execute advocacy strategy on projects related to ACAP’s Medicaid and Children’s Health Insurance Program (CHIP) priorities. ACAP represents not-for-profit, community-based health plans that serve people with low incomes or significant health need.

The Medicaid Policy Manager position requires top-notch verbal, organizational, writing, and interpersonal skills, and the ability to perform independently in a fast-paced environment. The successful candidate must be able to customarily exercise judgment and discretion.


The start date for this position is Summer 2024. This position is based in Washington, DC.


PRINCIPAL DUTIES AND RESPONSIBILITIES


The responsibilities of the Medicaid Policy Manager will entail supporting strategic, policy, and programmatic efforts including:


·      Leading review of Medicaid managed care, Medicaid, CHIP, and related draft and final regulations and sub-regulatory guidance; presenting regulation content to ACAP plans; and developing policy responses and letters.

·      Supporting SVP of Medicaid Policy by developing and leading elements of ACAP’s Medicaid & CHIP policy portfolio.

·      Working with SVP for Medicaid Policy in ACAP’s Medicaid and CHIP legislative advocacy.

·      Working with SVP for Medicaid Policy to plan between one and three legislative fly-ins annually.

·      Representing ACAP with Medicaid-focused coalitions and groups, including presenting on ACAP priorities to coalitions.

·      Coordinating with state-level health plan associations on state Medicaid policies that are relevant to ACAP’s Medicaid & CHIP agenda.

·      Conducting research in service of advancing policy priorities and operational support for member plans.

·      Leading quantitative analysis of Medicaid Managed Care, Medicaid, and CHIP data sources; presenting findings in a variety of formats.

·      Co-overseeing intern management and projects, including supporting intern search process.


Additional tasks include contributing to and managing day-to-day association activities, including:


·      Working with colleagues to ensure coordination of roles and responsibilities, and to control quality of all deliverables.

·      Cultivating and maintaining relationships with diverse and representative partners and stakeholders.

·      Maintaining and updating program and project websites, online tools, and databases.

·      Supporting the CEO and Senior Vice President in research and policy development, presentations, filing, and meeting minutes.

·      Communicating effectively and on a frequent basis with colleagues and members.

·      Responding to member inquiries and addressing member concerns.

·      Providing roundtable call and webinar support.

·      Supporting planning efforts for ACAP-sponsored conferences and provide on-site conference support.

·      Updating and managing Medicaid policy components of the website.

·      Maintaining procedure manual for all position-related duties.

·      Other tasks as assigned.


QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS

 

Competitive candidates must possess a minimum of four years of relevant work experience and a Masters degree in a health-related subject. Substantial knowledge of Medicaid and CHIP is required; an understanding of the Affordable Care Act is an additional plus. Prior work experience or internships in associations or health policy or research organizations is also important. Strong interpersonal, writing, and communications skills plus experience with quantitative analysis and strong familiarity with Zoom, SurveyMonkey, Microsoft Teams, Excel, PowerPoint, and Word are also required. Competitive candidates will have demonstrated project management experience and the ability to manage projects independently, including efficient planning and prioritization with limited direct supervision. Lived experience with Medicaid and CHIP will also be considered. The successful candidate will also have the ability to work well in a team-based environment.

ACAP’s mission is to strengthen not-for-profit Safety Net Health Plans in their work to improve the health and well-being of people with low incomes or significant health needs.


SALARY AND COMPENSATION


The salary range is commensurate with work experience and educational level. A competitive benefit package is offered.

Location:                        The position is located in Washington, D.C. Occasional travel (less than 10%) required. The position involves a mixture of in-office and remote work.
