The Team

The Program Advocacy and Communications (PAC) team works in partnership with the foundation’s global program strategies and other teams in the Global Policy and Advocacy division to define and achieve their policy and finance goals by:

  • Developing and coordinating the execution of advocacy and communications strategies to influence donor and low and middle-income country governments to prioritize the health and development needs of the poor.
  • Using leadership and foundation voice to implement communications and advocacy strategies.
  • Developing and managing a grant portfolio dedicated to achieving communications and advocacy outcomes.
  • Directly advocating with private, NGO and philanthropic-sector leaders, influencers, media, and government officials in order to achieve communications and advocacy outcomes.
  • Leading issue-specific communications in service of communications and advocacy goals.
  • Developing policy recommendations or proposals in partnership with programmatic and regional offices.

Your Role

The PAC Officer, Strategy, Planning, and Management will serve as a highly qualified resource available to PAC leadership and program staff on strategy, planning, management, and foundation operations. The position is responsible for 1) program management and planning, 2) budgeting, forecasting, investment processing and reporting, and 3) PAC Issue Team Support on a 60-person team that manages ~$280m a year in grant making.


What You’ll Do

Program Management and Planning (30%)

  • Support PAC and its leadership by facilitating the team’s key management and governance processes, including strategy review and annual planning, business performance measurement, and resource allocation decisions.
  • Support successful implementation of cross-GPA efforts in partnership with the GPA Office of the President.
  • Provide input and support on changes to business processes and performance metrics and lead the implementation of these types of cross-PAC and cross-division improvements.
  • Establish and implement work plans, drive, and monitor progress against milestones and key decisions, and manage stakeholder communications.


PAC Budgeting, Forecasting, Investment Processing and Reporting (40%)

  • Partner with DDSPM, financial management team, and Program Coordinators (PCs) on the development and maintenance of the team’s investment pipelines with special focus on PAC’s investment development, review processes, and business cadence.
  • Understand and represent PAC’s priorities and needs in the development of budgets, forecasts, and reports.
  • Provide input and support on the design of business processes and performance metrics with Financial Planning & Analysis team member (FP&A, on financial, controls, budgeting) and DDSPM (on performance and operational management, etc.) respectively and complete these within defined teams or functions.
  • Lead a wide array of change management projects to successful conclusion with a focus on continuous improvement frameworks and methods that facilitate optimal outcomes, while operating in a rapidly changing and diverse environment.
  • Develop and refine processes for tracking, reporting, and managing PAC’s core and envelope budgets, aligning with PCs and managers on day-to-day budget to actual forecasts, and prioritization and trade-offs.
  • Develop and refine performance management tools and reports for PAC’s issue strategies and their corresponding Bodies of Work to enable PAC Leadership to effectively and efficiently manage performance.


PAC Issue Team Support (30%)

  • Work closely with the DDSPM and PAC’s Senior Program Managers on strategy, planning and managed-related projects across the PAC team as needed, providing analysis, project management, and consultative support to across PAC’s issue teams (e.g., malaria, agriculture development, etc.) to advance our advocacy and communications strategies.
  • Develop and present presentations and/or memos to PAC leadership summarizing analysis and recommendations on specific projects as needed.

: PAC Deputy Director, Strategy, Planning and Management (DDSPM).


Your Experience

  • Excellent quantitative skills (budgeting and analysis) paired with the ability to translate that into practical tools and right-sized approaches for decision making.
  • Excellent communication skills (both written and oral), with demonstrated ability to adapt tone and style for broad and diverse audiences.
  • Demonstrated ability to lead and support a wide array of projects to successful conclusion while operating in a dynamic, rapidly changing environment.
  • Demonstrated ability to work with diplomacy, flexibility, efficiency, and enthusiasm in a fast-paced and complex internal and external environment.
  • Process design experience and demonstrated systems-thinker.
  • Experience with scorecards and performance management.
  • Familiarity with foundation annual planning processes a plus.
  • Master’s degree in business, public policy, or non-profit management preferred.
  • At least 5 years of operational experience in the areas of project management, strategy, budgeting & finance, and/or human resources management.
  • Master’s in business administration, public health, or public affairs and related experience in health/development desired.

  • Ability to travel up to 10%

The typical salary range for this role is $115,360 to $214,240 USD. The exact offer will be determined by a variety of factors such as the candidate’s individual skills, qualifications, and experience relative to the requirements of the role.
