The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. Overseeing critical aspects of the administration, the Office of the Chief of Staff directs agency strategies and policies across the Department, to ensure the Fire Commissioner’s key initiatives and goals are achieved. The Chief of Staff oversees the Office of the Fire Commissioner and various units at the FDNY: External Affairs, Intergovernmental and Legislative Affairs, Management Analysis and Planning, Community Affairs, Fire Safety Education and Family Assistance Unit.

The Fire Department, City of New York (FDNY), seeks a full-time Senior Advisor for Policy and Operations in the Office of the Chief of Staff. Reporting directly to the Chief of Staff, the successful candidate will:

  • Department Coordination — Initiate and coordinate inter-department projects that increase overall efficiency, collaboration, and the consistency of policy. Manage the development, formulation and coordination of special projects, working groups or task forces. Set up formal processes and systems to support coordination.

  • Analysis and Briefing —Conduct organizational reviews and landscape analyses, identifying trends and producing research questions and analysis in support of project and/or office goals. Based on that analysis, make recommendations to the Chief of Staff, other leadership, and Department staff. Draft briefing materials such as memos and presentations. Prepare and brief the Chief of Staff for meetings and/or events. Represent the Chief of Staff’s office in strategic meetings.

  • Program Monitoring – Track and monitor progress of Chief of Staff and Commissioner portfolio initiatives and commitments to ensure goals and timelines are met.

  • Special Projects and Strategic Initiatives — Manage special projects and responsibilities, create and/or review work products, and ensure efficient progress on implementation. Specific tasks may involve day-to-day project oversight and communication.

o Identify resources needed and assign individual responsibilities.
o Revise project documents as appropriate to meet changing needs and requirements.
o Establish progress reporting mechanisms and cadences.
o Communicate relevant project information to stakeholders.
o Generate, prepare, and deliver project-related documents including status reports, presentations, meeting agendas and summary notes.
o Resolve and/or escalate issues in a timely fashion.
o Understand how and when to communicate difficult/sensitive information appropriately.
o Run internal and external meetings effectively.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
