About the Role and Opportunity
The Manager of Federal Affairs will support DCC’s federal policy and engagement efforts. This new position will work directly with DCC members to identify, organize, and build consensus around key policy issues including energy, environment, supply chain, tax, trade, and workforce. They will advocate for the organization’s policy priorities, ensure that members have awareness of key developments and opportunities, and provide written reports and updates for DCC members. They will report to DCC’s Director of Federal Affairs, and work collaboratively and regularly with the entire DCC team.
This is a hybrid position, with the successful candidate expected to work from DCC’s new Washington, DC office regularly. Occasional travel (up to 10%) to engage DCC members and support DCC’s participation in stakeholder meetings, conferences and events.
Responsibilities
- Support DCC’s policy advocacy with federal policymakers and agencies, including United States Congress, U.S. Department of Commerce (DOC), Department of Energy (DOE), Department of the Interior (DOI) and other executive branch agencies.
- Research, identify, and track current and emerging policy and regulatory issues at the federal level that could impact the data center industry.
- Build and manage relationships with key stakeholders, including congressional staffers, agency officials, regulators, policymakers, utilities, trade associations, and NGOs.
- Engage with DCC members to identify and prioritize issues and engagement opportunities.
- Draft letters, public comments, and testimony on behalf of DCC and its members, as necessary.
- Synthesize member input to present a strong industry voice on federal policy matters.
- Organize and run meetings, work groups, and initiatives related to DCC’s federal policy priorities, including meeting agenda development and execution.
- Work collaboratively with consultants, as needed, in support of DCC’s federal policy priorities.
- Provide regular briefings and reports to members on important federal policy issues, developments, and initiatives.
- Support DCC’s in-person participation at congressional hearings, stakeholder meetings, conferences, and events, as needed.
- Draft position statements and external-facing documents, prepare slide decks and talking points for internal and external meetings, and manage briefings for members, partners, and external stakeholders.
- Other tasks as assigned. This position’s duties may evolve over time as the needs of the organization change.
Basic Qualifications:
- 5 years of experience in successfully advancing key policy and/or regulatory initiatives at the federal level.
- Prior experience working in at least two of the following policy areas at the federal level: energy, environment, supply chain, tax, trade, and/or workforce.
- Ability to communicate DCC’s priorities and positions clearly and effectively to policymakers, and other key stakeholders.
- Strong strategic planning, analytical, and communication skills (oral and written).
- A member-services mindset and an aptitude for building and maintaining relationships with energy subject matter experts from DCC member companies.
- Ability to work both independently and collaboratively as part of a team and capable of balancing multiple projects and deadlines.
- Ability to attend political events and register as a federal lobbyist.
- High degree of professionalism and attention to detail.
- Strong interpersonal skills, ability to liaise with internal and external personnel.
- Tact and diplomacy, with the ability to maintain confidentiality, professionalism, composure, and discretion.
- Based in the Washington, D.C. metropolitan area.
Preferred Qualifications
- Previous experience working in a government, a Capitol Hill office, campaign, or trade association setting.
- Ability to leverage understanding of federal policies and processes to advance the interests of the data center industry.
- Prior experience with Political Action Committee (PAC) management.
