Director, Government Affairs & Counsel (hybrid)

 

Position overview 

Fragrance Creators Association (FCA) seeks a hybrid government affairs professional to lead state, federal, and Canadian advocacy programs and complete general counsel functions. Reporting to FCA’s President & CEO, and working closely with FCA’s Director, Regulatory Science, advocate on behalf of the fragrance materials industry, which represents companies that invent and produce scents for fine fragrance, personal care, home care, and home design products. This role encompasses strategy and execution.

 

What you'll do

Manage legislative and regulatory projects to favorably influence the public policy environment in support of FCA's policy objectives.


  • Plan and implement FCA's policy agenda.
  • Proactively advocate the interests of FCA before members of Congress and their staff, key executive branch officials, state and federal legislative and agency personnel, and Canadian authorities.
  • Understand and interpret current and proposed legislation and regulation affecting the fragrance industry. 
  • Advise association members regarding the impact of issues on their businesses and provide compliance support.
  • Plan and organize Fragrance Creators’ Annual Capitol Hill Day, state events, and advocacy outreach briefings.
  • Coordinate efforts of the Congressional Fragrance Caucus.
  • Manage FCA's Political Action Committee (ScentPAC).
  • Monitor and report on developments in key states and Canada concerning association priority issues.
  • Staff association committees including the Government & Legislative Affairs Executive Committee.
  • Work with the CEO and staff to draft communications, presentations, and briefings to audiences including the Fragrance Creators Board of Directors.
  • Represent FCA with international counterparts, trade associations, policy-related coalitions, retailers, and NGOs.


Legal support for FCA:


  • Review contracts and perform general counsel functions.
  • Review legislative and regulatory proposals to determine the impact on the fragrance industry.


What you'll need to succeed (requirements) 


  • Jurist Doctor and 7+ years' lobbying experience in a trade association, lobbying firm, or government relations office. 
  • Ability to build consensus and develop and implement strategic plans on public policy and compliance issues.
  •  

Demonstrated ability to collaborate with peers and leadership across member companies and allied associations.


  • Experience with contract drafting and review.
  • Familiarity with antitrust laws, association governance, trademark protection, and federal and state lobby laws.
  • Experience managing consultants, lobbyists, committees, and work groups.
  • Demonstrated program management skills.
  • Strong written and verbal communication skills.
  • Confident public speaking skills to present to senior leaders including FCA's Board of Directors.
  • Excellent interpersonal skills with proven ability to work on cross-functional teams.
  • Orientation towards innovative and creative thinking.
  • Comfortable working on a small staff and a hands-on approach with vision and execution.
  • Proficiency in MS Office.
  • Experience with chemical or scientific issues highly desired and the capability to learn and advocate on behalf of technical industries.
  • Capitol Hill experience a plus.


This is a hybrid role that requires D.C. metro residency and working from the Arlington-based office 3 days a week, depending on FCA's needs.
