Would you like to play a key role in a high-performing team? Specifically, you’ll be responsible for advancing ASCE’s policy priorities through the development, publication, and promotion of research and raising revenue to support our ongoing initiatives.


Responsibilities Include:

  • Policy Research and Analysis: Lead the development and execution of the Report Card for America’s Infrastructure, economic analysis, and other public policy research, in coordination with subject matter experts. Conduct in-depth research, data analysis, and literature reviews. Clearly communicate complex policy issues and recommendations.


  • Public Affairs: Work closely with the media relations team to ensure public policy reports make a “splash” inside and outside the Washington beltway. Be creative with traditional and social media strategies, communications tools, and other strategies to reach new audiences. Experience with media relations a plus!


  • Fundraising and Revenue Generation: Leverage your existing network of contacts and build new relationships to raise revenue and secure funding for our infrastructure policy initiatives. Develop and implement fundraising strategies and work with ASCE grants office to apply for and execute grant applications.


  • Thought Leadership: Represent ASCE as a thought leader in infrastructure policy research by participating in relevant conferences, panels, and forums.


  • Advocacy and Coalition-Building: Work closely with the ASCE Government Relations team to develop and nurture strong relationships with government officials, legislators, and industry partners to keep them informed of high-profile ASCE public policy research and findings.


  • Project Planning: Develop comprehensive project plans, including objectives, timelines, resource allocation, and budgeting, to ensure the successful execution of public policy projects.


  • Monitoring and Evaluation: Continuously monitor the impacts of infrastructure policies, assess their effectiveness, and recommend improvements and adjustments based on findings.


  • Team Leadership: Lead and mentor a team of professionals in the department, providing guidance, support, and direction to achieve infrastructure policy and revenue objectives.


  • Industry Leaders Council: Manage and support staff member responsible for the Industry Leaders Council. Support includes approving agendas, identifying and preparing outside speakers, and assisting with succession planning for the council's leadership.


Qualifications

  • Bachelor’s degree with preference given to the areas of public affairs, political science, or public administration; masters degree preferred

  • 8 to 10 years of experience in public policy research, government relations, professional association management, fundraising and coalition building, or similar.


  • A strong understanding of the political process, ideally with specific knowledge of transportation, water policy, public works, resilience, and/or energy policy areas.

This position has hybrid work from home flexibility and is based in our DC office at 25 Massachusetts Avenue NW, Suite 500, Washington, DC 20001. Washington D.C.-area candidates will be given preference, but remote candidates will also be considered on a case-by-case basis.
