Anticipated Starting Salary Range: $105,000 - $135,000

The Virginia State Corporation Commission’s (SCC) Bureau of Insurance (Bureau) seeks an experienced leader and technical advisor to serve as Chief Policy Advisor. The Chief will provide oversight and daily operational management of the Policy & Compliance and Outreach sections within the Bureau’s Innovative Solutions & Strategies Division. The Chief will also lead the (i) review of proposed legislative and its impact on the Bureau’s regulatory divisions and (ii) draft and review regulatory and guidance documents, such as administrative letters, amendments to existing regulations, and new regulations. The Chief is responsible for (i) overseeing, leading and participating in work and stakeholder groups, (ii) overseeing legislatively mandated reports and studies assigned to the Bureau, and (iii) outreach to the public. This role is also responsible for monitoring NAIC activities, including participation in the work of NAIC Committees, Task Forces, and Working Groups. Additional responsibilities include, leading and developing staff, conducting public presentations, collaboration with the Bureau’s regulatory divisions, participating in the work to achieve the Bureau’s strategic objectives, and other duties as assigned. The Chief Policy Advisor will report directly to the Deputy Insurance Commissioner and will have oversight of nine (direct and indirect) reports. This position offers a hybrid work schedule (generally 3 days of telework and 2 days in office per week) as well as professional development opportunities.
Qualifications
Preferred qualifications for this position include significant professional experience in insurance; experience managing, developing, and evaluating employees; and a master’s or law degree is preferred, but not required. Extensive knowledge of Virginia laws and regulations that apply to solvency, market, and agent regulation is required. The ability to strategically lead, manage, coach, develop, train, and evaluate staff is essential. The candidate selected for this position must have strong written and verbal communication skills. Ideal candidates for this role will have the ability to: (i) lead highly specialized work, including strategic initiatives and projects; (ii) work collaboratively, and (iii) effectively communicate with SCC and Bureau staff, members of the public, members of the legislature, and regulated entities. The ability to analyze complex issues and provide technical advice, comment, or discussion on regulatory and policy-related topics is essential. Knowledge and understanding of the organization of the SCC and how it administers its regulatory responsibilities is a plus.

This position will be classified in the SCC Salary Structure as a Grade P-15 and will be exempt from the provisions of the Fair Labor Standards Act (FLSA).
