Municipal Integrity, Efficiency & Transparency Practice

The Municipal Integrity, Efficiency and Transparency (BAMI) team serves as a strategic advisor to cities as they endeavor to develop robust platforms and processes for advancing transparency, efficiency and accountability across agencies. Sound municipal integrity infrastructure, including reduced bureaucracy, can help improve services for citizens and save money for the city as well as the private sector. Projects undertaken by BAMI have created greater transparency, foster an environment that attracts businesses, and generates millions of dollars in revenue. Related to this work, the BAMI team works on projects that involve criminal justice issues.


About the position

Bloomberg Associates (BA) seeks a Municipal Integrity, Efficiency & Transparency Manager to conceptualize, develop and manage a range of projects for multiple cities that strengthen operational efficiencies in order to provide greater transparency and open government, and reduce vulnerabilities to waste and corruption. The successful candidate will conduct legal research, data analysis, examine work flows in systems across agency lines, where there might be excessive red tape and other barriers to transparency and efficiency; apply best practice guidance and experience; devise strategic plans for tangible change and improvement; assist with project management through to execution of the identified project goals and metrics of success. 


A BAMI Manager will serve as a project manager and as a core member of the Municipal Integrity, Efficiency and Transparency team, working in close collaboration with teammates within BAMI and colleagues across BA, to provide innovative, high quality advisory services and support to client cities.  


The ideal candidate will possess strong problem-solving skills, well-organized, pay attention to detail, have excellent research and writing skills, solid verbal communication skills, and an ability to prioritize among competing demands. Must be a team player who can manage projects from start to end and work effectively with colleagues and stakeholders in order to deliver results. The ideal candidate would have experience with addressing inefficiency problems in the government sector, and researching, analyzing, synthesizing, and presenting complex information for diverse audiences.

The role is based in New York City and, in the future, will require regular national and international travel.

Key Responsibilities:

·        Manage and execute BAMI projects from initial engagement to completion, many with complex issues, serving as the point or primary point of contact, between the internal BAMI team and the client to ensure all deliverables and components are on track and within scope

·        Monitor projects on an ongoing basis, evaluating and reporting progress and quality of work, managing issue resolution and taking proactive follow up steps as necessary

·        Draft and prepare written materials for internal and external audiences with quick turnaround such as Power Point presentations, memos, data analysis, talking points, social media posts or web content, white papers, and summary reports

·        Engage in advanced study and independent research for the BAMI team for client engagements with respect to government operations

·        Organize and disseminate research finding throughout the team

·        Track, analyze, and organize quantitative and qualitative data (census data, federal funding streams, process and workflow audits)

·        Track internal metrics including weekly hours, knowledge capture documents, and updates in the project manager tool

·        Become familiar with ARC-GIS software; ideally to produce geo-coded findings and visualizations to be used by the BAMI team internally and externally. 

 

Required Skills and Qualifications:

We seek dedicated, curious individuals with outstanding research, organizational, and interpersonal skills. Other pre-requisite qualifications for this role include:

·        A minimum of 8 years of progressive experience working with city governments or in public sector consulting

·        Bachelor’s degree required, Juris Doctorate preferred, or a Master’s degree in Public Policy, Public Administration or a related field preferred

·        Experience in law, compliance/audit, city government, procurement, or a closely related field

·        Experience designing and managing projects from conception to implementation

·        Client-relationship management experience

·        Excellent research, writing, communication, analytical and problem-solving skills

·        Passion for exploring cities and working with local governments

·        Excellent written and oral communication skills with a proven capacity to synthesize information, develop compelling narratives, and persuasively engage clients and the public

·        The ability to effectively listen to, communicate with, challenge and influence both internal and external stakeholders and colleagues

·        Excellent project management skills with the ability to independently coordinate and lead multiple projects simultaneously with a focus on quality and project follow-through

·        Experience working in dynamic, impact orientated environments and a proven track record in meeting deadlines

·        Willingness to participate in both critical thinking and administrative tasks, operating with a collaborative working stye

·        Flexibility to travel frequently to client cities
