Duties
The Deputy Executive Director (DED) manages organization-wide efforts. The DED manages the day-to-day activities of the NSTC and collaborates on strategies, scope, and schedules for NSTC sub-bodies. Recommends cooperative efforts between NSTC sub-bodies, other Federal departments and agencies, and OSTP personnel to seek common understanding and resolution of highly complex and sensitive policy issues. Provides high-level expertise and assistance to the OSTP Director, NSTC Director, and the NSTC membership on major national and international policies. The position requires a close and confidential working relationship with the NSTC Executive Director and members, and senior OSTP staff, including a thorough understanding of the Executive Director's and NSTC membership's policies and objectives.
The main functions of the position are:
Ensures that the ED and NSTC membership are appropriately briefed on all relevant issues and that work projects are completed in a timely manner according to specifications.
Maintains an awareness of all NSTC work assignments and associated deadlines. Facilitates the timely completion and interagency document clearance of all such assignments and assists staff in the resolution of problems that may arise.
Provides critical and timely analysis in assessing high-priority issues of U.S. Science and Technology (S&T), particularly relative to the national S&T enterprise.
Recommends priorities for addressing policy challenges and advises and assists the NSTC in identifying and fostering policies to meet national objectives.
Helps to develop and execute the NSTC's coordination, collaboration, and decision-making policies and processes across the EOP and NSTC member agencies.
Ensures that NSTC activities comply with governing statutes and regulations in support of the effective and efficient development of NSTC's products and policies.
Coordinates and strengthens activities among the deputies of NSTC members and staff of the EOP, including senior OSTP staff and career leadership of OMB, that relate to the overall direction of the Council, as well as activities associated with various sub-bodies established by the full Council.
Performs other functions required by the NSTC Executive Director, OSTP Director and the Chief of Staff, or the Deputy Chief of Staff.
