ORGANIZATION

The Pharmaceutical Care Management Association (PCMA) is the national association representing America’s pharmacy benefit managers (PBMs). PBMs are the key industry in America addressing the challenge of reducing costs, expanding access, and improving the quality of pharmacy benefits.

PBMs administer prescription drug plans for more than 275 million Americans who have health insurance from a variety of sponsors, including commercial health plans, self-insured employer plans, union plans, Medicare Part D plans, the Federal Employees Health Benefits Program (FEHBP), state government employee plans, managed Medicaid plans, and others.

PCMA leads the effort in advocating on behalf of the industry for public policies that enable PBMs to succeed in their mission of improving access to affordable prescription drugs for patients and driving down costs for payers.

KEY RESPONSIBILITIES

To manage the State Affairs team and advocacy efforts at the state level of government. The department provides strategic leadership and on-the-ground support for the industry in defeating legislation and regulation that targets PBMs’ ability to operate, while promoting the PBM value proposition.


The Senior Vice President, State Affairs responsibilities will include:

• Leading the PCMA State Affairs team in planning and executing a successful state government relations strategy.

• Managing the department budget and the department’s contracts.

• Overseeing all departmental activity from managing internal activities such as bill tracking and document management to external state lobbying and intergovernmental activities.

• Establishing the department priorities.

• Representing the department in Executive Team and Management Team meetings.

• Supporting member company state affairs teams with analysis and consensus building around complex issues.

• Available to actively lobby and back up the state affairs team, testify to state legislative committees as needed.

• Providing testimony at national intergovernmental affairs organizations.

• Helping coordinate development of advocacy materials, including issue-briefs and talking points.

• Communicating to members and PCMA Board on PCMA state activity.

• Collaborating with other trade associations on issues of mutual concern.

• Collaborating with Association policy, research, legal and public affairs leaders to ensure that initiatives align with member and Association objectives.

• Travel Requirements: 40 - 50% domestic travel.

EDUCATION AND EXPERIENCE

• Bachelor’s degree, advanced degree (MA or JD) preferred.

• 12+ years related work experience in health care, pharmacy, or health insurance advocacy.


COMPENSATION

A competitive compensation package will be offered to attract the most qualified candidates.


LOCATION

DC-based preferred, but not essential. If remote, expectation to be in DC headquarters at least monthly or on a cadence agreed upon with CEO.
