Summary
This position is located in the Researcher and Collections Services, National Audio-Visual Conservation Center (NAVCC), 19053 Mt. Pony Rd, Culpeper, VA 22701.
Duties
Participates with the Chief and managers in planning efforts, including formulating goals and objectives, developing long-range and annual management plans consistent with the goals and objectives, and identifying opportunities for improvements in methods and procedures. Participates with the Chief in recommending changes in programs objectives or emphasis in functions. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs, such as those implemented at a regional or comparable level. Determines approach to achieve objectives, identifies specific steps, and decides on meetings, information, and other input.
Assists the Chief in determining the need for written policies and procedures, coordinating the development of policies and procedures, and reviewing and recommending approval upon completion. Prepares a variety of special analyses and reports on all aspects of the division operations and programs. Conducts studies and makes recommendations necessary to maintain or improve the operations or services. Identifies to the Chief and managers potential problems or issues requiring their attention. Manages a variety of activities simultaneously and with flexibility to work under competing demands and deadlines.
Performs a variety of duties related to special projects involving program issues that contain complicating elements. Manages, coordinates, and conducts special projects assigned by the Chief. These projects normally cross intra-organizational lines. Organizes, develops, and implements plans for specific projects related to the operations, programs, or services of the program. Directs and shapes the character and overall nature of projects. Oversees projects from conception through completion. Coordinates the work of others within and outside the organization for specific project tasks.
Acts as primary liaison with critical persons and groups both inside and outside of the agency, speaking for the principal on complex program issues. Provides information to these contacts regarding requirements and collects information needed to address issues raised in correspondence/telephone requests.
Serves as a key liaison and communicator for the Chief on a variety of issues. Speaks on behalf of the Chief to management, staff, and others in discussions concerning operations, programs, services, or special initiatives. Collaborates and negotiates with others throughout the Library on division initiatives and projects. Represents the Chief on committees and other groups internal and external involved in investigating new initiatives, processes, procedures, or technologies and their possible application to the division.
