The Harris County Tax Assessor-Collector & Voter Registrar maintains tax accounts and collects property taxes, performs vehicle registrations and title transfers, and facilitates the voter registration process for stakeholders in the nation’s third largest county. Join us in our mission to offer our customers the most convenient and efficient service possible.About this PositionThe Harris County Tax Assessor-Collector’s Office is seeking an experienced, dynamic, and motivated Director of Policy and Innovation. Reporting to the Chief of Public Affairs, this role develops innovative policy solutions and strategic initiatives, monitors, and analyzes developments in local, state, and federal government that impact the office, directs and oversees research and analysis, and advises the Chief of Public Affairs and senior leadership on policy matters, legislative actions, and government relations strategies.Job Duties & ResponsibilitiesPolicy Development and Government AffairsDirect and conduct high-quality research that analyzes, compares, and distills complex data, identifies best practices in other jurisdictions, and develops actionable and innovative policy solutions and strategic initiatives.Design and develop actionable plans to implement policies and strategic initiatives that improve the office’s operations and services.Identify and recommend customer-centric initiatives to improve service delivery for residents.Identify and recommend revenue-generating opportunities while ensuring compliance with legal and regulatory requirements.Lead cross-functional teams in the development of innovative programs and technology-driven solutions.Engage with government agencies, industry experts, peer organizations, and community stakeholders to advocate for beneficial state and local policy changes.Prepare reports, presentations, and policy briefs to communicate data-driven findings and recommendations to senior leadership.Monitor, analyze and report developments in local, state, and federal government that may affect the office’s operations, policies, and public perception.Prepare or oversee the production of memos, reports, and proposals for internal and external audiences.Advise the Chief of Public Affairs and senior leadership on policy matters, legislative actions, and government relations strategiesProvide strategic insights into government affairs, ensuring that the office’s objectives align with broader public policy goals and initiatives.Assist in the development of the office’s annual budget, ensuring alignment with strategic priorities and financial sustainability.Provide expert guidance and training to staff on policy-related matters.Serve as a liaison to other elected offices and county departments as needed. Management and CollaborationWork closely and collaboratively with the Public Affairs team and other divisions to develop policy solutions and analyze the impact of legislation and polices on the office’s operations.Prioritize and coordinate daily work activities and long-term projects.Supervise and direct assigned staff, set clear deadlines and expectations, monitor status of work in progress, provide feedback and assistance, and review and approve final work.Develop and follow processes for reviewing and approving work product.Manage at least one Policy Advisor. Required Supporting Documents: Cover LetterUpdated ResumeEducation and Experience: Bachelor’s degree in Public Policy, Public Administration, Public Affairs, Political Science or related field from an accredited college or university (master’s degree preferred)Minimum four (4) years of experience in relevant positionsExperience in government, legislative advocacy, nonprofits and/or foundationsExperience managing, mentoring and coaching staff and working collaboratively across teams.Experience conducting policy research and quantitative analysis, analyzing and synthesizing complex data, and preparing memos, reports, plans and proposals.Experience using data visualizations tools is preferred.Experience developing and successfully implementing policy solutions, innovative initiatives, and strategic plans.Knowledge, Skills, and Abilities: Research and Analysis: Superior ability to research and analyze complex issues and data, think critically and creatively, and coherently synthesize information. Proficient in quantitative analysis. Advanced proficiency in identifying policy solutions for plan development and implementation.Communication & Presentation Skills: Exceptional written and verbal communication skills and the ability to distill complex concepts into simple, accessible information that can be used to create clear, compelling content for various audiences and deliver impactful presentations.Government Affairs & Public Policy: Strong understanding of government operations, policy development, and the ability to analyze and interpret legislative and regulatory issues impacting the office.Leadership and Team Management: Proven skill in guiding, mentoring, and managing high-performing teams; ability to foster a collaborative and results-driven environment. Skilled in staff development, performance management, and cultivating a high-performance work environment.Strategic Planning: Proven skill in strategic planning. Ability to think strategically about the relationship between policy and communications. Skilled in identifying and nurturing partnerships that align with organizational goals.Project Management: Proven skill in planning, assigning, monitoring, coordinating, and managing multiple projects simultaneously to ensure timely and successful completion.Software Application Skills: Proficient in Microsoft applications, including Word, Teams, Excel, Outlook, and PowerPoint.
