As a Student Trainee (Foreign Affairs) GS-05, you will work in (DRL/EAP):
Office Mission:
This position is located in the Bureau of Democracy, Human Rights and Labor’s Office of East Asian and Pacific Affairs (DRL/EAP). DRL/EAP monitors observance of human rights and democratic practices in the region, ensures that human rights and democracy are taken adequately into account in all bilateral relationships and foreign assistance decisions, and provides policy guidance to other bureaus in the Department and U.S. embassies in the region. DRL/ EAP supports the DRL Assistant Secretary and through them the Under Secretary for Civilian Security, Democracy, and Human Rights (J).
Duties:
The incumbent serves as a Foreign Affairs Officer for the East Asian and Pacific Affairs (EAP) Office in the Bureau of Democracy, Human Rights, and-Labor (DRL), Department of State (DoS). The incumbent is responsible for providing policy guidance and analysis on complex human rights and democracy challenges. The incumbent will advise office leadership, as well as the Assistant Secretary and other Bureau officials on office priorities and key policy developments and will identify opportunities for engagement in the East Asian and Pacific Hemisphere. The incumbent reports directly to a Deputy Director and through them to the Office Director, Deputy Assistant Secretary, Principal Deputy Assistant Secretary, and Assistant Secretary.
Under supervision, the incumbent assists senior staff members in addressing incoming actions regarding the assigned East Asian and Pacific countries on issues relating to democratic governance and respect for human rights from other Departmental offices, U.S. embassies/posts, other U.S. government (USG) agencies, and non-governmental organizations, or other sources. S/he assists senior staff members in monitoring and analyzing political situations as reported or identified in the various notifications received. S/he develops information, obtains clarification of viewpoints, and recommends a course of action to senior staff that are acceptable to DRL. The incumbent assists team members in the management of issue areas pertinent to the assigned countries in the East Asian and Pacific region (e.g., rule of law, democratic governance, justice and reconciliation, respect for human rights and fundamental freedoms, military cooperation). S/he assesses proposed and existing grant programs for impact and effectiveness, recommending modifications where appropriate. S/he communicates regional bureau and individual country team policy interests in dealing with specific Foreign Assistance program proposals and other USG activities focused on, or affecting, East Asian and Pacific countries to senior staff. S/he assesses conditions in the assigned country through reporting and information gathering.
