JOB SUMMARY:

The primary purpose of this position is to serve as a health communications expert responsible for leading the planning, implementation, management, and evaluation of major, complex public health communication and marketing programs and campaigns.

DUTIES:

As a Lead Health Communication Specialist you will: Ensure that all health communication activities are based on theory and use accepted principles, methods and practices Lead or oversee the development and management of contracts and/or task orders and requests for proposals, review of proposals, and the conduct and quality of work performed Organize and direct the activities of a team or work unit; plan work to be accomplished, set and adjust short-term priorities, and prepare schedules; balance workload and provide advice, guidance, and direction on a range of health communication and administrative issues Ensure that messages and materials are: scientifically valid and consistent with program objectives, based on communication and marketing theory and principles, based on audience research (including concept, message, and Web- usability testing), and targeted or tailored to diverse audiences, addressing cultural and socioeconomic challenges to effective communication and considering the diverse interests, needs, concerns, and priorities of various population segments Provide consultation, technical assistance, and training on translation, communication, marketing research, evaluation and dissemination to internal and external groups to facilitate national or international efforts Serve as a liaison between agency and other communication and marketing staff on agency-wide issues and networks with a variety of external stakeholders Provide expertise and support related to health communication and marketing functions and activities Perform other duties as assigned

REQUIREMENTS:

US Citizenship is required. Background Investigation is required. QUALIFICATIONS REQUIRED:

Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience planning, implementing, evaluating and managing public health communication and marketing programs and campaigns. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Former and present Peace Corps personnel may be considered to fill vacancies. Peace Corps personnel are eligible for consideration if you have completed at least 36 months of continuous service, without a break in service of 3 days or more. This requirement is consistent with section 7(a) of the Peace Corps Act (22 U.S.C. 2506), which pertains to the appointment of Peace Corps staff (not volunteers) and is applicable within 3 years after separation from qualifying service with the Peace Corps.
