Summary

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Administrative Officer (OCAO), Employee Relations Branch. The incumbent serves as a journeyman specialist, performing the lead role for employee relations and the performance management program. As such, the incumbent is responsible for the formulation, promulgation, and interpretation of EOP-wide policy for assigned employee relation issues.


Duties

As a Human Resources Specialist (Employee Relations), GS-0201-13, your typical work assignments may include the following:


Provides technical guidance, advice and counseling to management officials and supervisors on personnel and human resources laws and regulations, directives, and policy statements originating from OPM, EEOC, the Merit Systems Protection Board (MSPB), and other sources.

Responds to grievances, reasonable accommodations, Family Medical Leave Act (FMLA) and Paid Parental Leave (PPL) requests, drug testing, and related functions.

Researches and interprets legal and regulatory program guidance, including case law, United States Code, Code of Federal Regulations, and Agency Handbooks and Directives.

Provides technical advice and assistance to the Office of General Counsel in representing OA in proceedings before cognizant authorities (MSPB, arbitrators, mediators, etc).

Provides technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and performance, and Drug Free Workplace.

Provides local training to supervisors.
