General Description

The Outreach and Communications Specialist works within the Office of the Governor (OOG), Texas Military Preparedness Commission (TMPC), and reports to the Executive Director. Performs moderately complex (journey-level) consultative services and technical assistance work. Work involves planning, developing, and implementing TMPC programs and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the public on military issues. May provide guidance to others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Duties

  • Performs comprehensive reviews of literature, statutes, rules, and/or policies; and prepares administrative reports, studies, and specialized research projects.
  • Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program.
  • Assists in planning and coordinating events and meetings for the division.
  • Coordinates travel arrangements for the Commissioners and prepares or processes related paperwork and files.
  • Provides timely clarification and customer service. Demonstrates knowledge of the military.
  • Assists with the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports on military issues.
  • Monitors and reviews compliance with program policies and procedures, statutes, and rules.
  • May assist in research, data collection, and timely analysis of information from the Military Services and the Department of Defense.
  • May assist in the administration of grant and loan programs.
  • May prepare and present reports, briefings, and information as authorized by the Executive Director.
  • Remains informed of division and OOG initiatives, operations, news releases, web content, programs, statewide trends, OOG policies and procedures.
  • Maintains regular attendance and may work extended hours, as needed.
  • Performs all other related duties as assigned.

Minimum Qualifications Graduation from an accredited four-year college or university; and

  • Two (2) years of professional experience in a related field.Note: Experience and education may be substituted for one another on a year-for-year basis.

Preferred Qualifications

  • Knowledge of Texas military installations and the Base Realignment and Closure process.
  • Knowledge of the legislative process, which includes analysis and interpretation of legislation.
  • Knowledge of contracts.

Registration, Certification or Licensure

Valid Texas Driver’s License.

Physical Requirements and/or Working Conditions

This classification functions in a standard office environment. Ability to move up to 20 Ibs. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, office machinery, set up conference rooms for meetings, etc. Must be able to communicate and exchange accurate information via phone, computer and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic and media formats. Must be able to work hours during a legislative session that include holidays and as needed.
