Based on the compensation range we are advertising, the starting salary offer will be determined based on the successful candidates’ qualifications within the budgeted salary range of $72,552 - $97,596 annually.
However, there is ability for longevity growth and progression in salary for the individual once employed.

The Washington State Office of Equity is seeking a courageous and unapologetic champion of equity and anti-racism to advance belonging and justice in Washington state. We desire a colleague who questions what is, to help find solutions for what can be.
The Statewide Spatial Equity Analyst administers all aspects of the statewide Pro-Equity Anti-Racism Geographic Information System (PEAR GIS) and serves as a specialist in GIS technologies and technical spatial data management. This team member is part of the Innovation & Performance team and works with Results Washington, the WaTech Office of the Chief Information Officer (OCIO), OCIO Geospatial Program Office staff, and subject matter experts throughout Washington State agencies to drive PEAR outcomes, reducing disparities in 15 determinants of equity.

Duties
How you will contribute to our work:
This person will act as the PEAR GIS Lead. Duties may include:
- Build and implement ArcGIS hub services to enable the Office of Equity to relationally partner with community users as Trusted Collaborators working on initiatives with state staff, Actively Engaged Volunteers trained to work on teams with state staff, Actively Interested Stakeholders able to follow initiatives, and the General Public anonymously accessing information and sharing feedback.
- Partner with OCIO to provide guidance, consultation, and training on GIS software development disciplines and methodologies to ensure determinants of PEAR processes and products comply with industry and agency standards.
- Partner with GIO and Open Data Program to leverage authoritative data from across the enterprise to support spatial analysis.
- Assist state agencies with PEAR spatial/geographic data collection and reporting strategies including analysis and data visualization. Provide guidance and framework to ensure that state agency’s PEAR GIS applications adhere to industry standards, WCAG 2.1, meets best practices, and business requirements.
- Analyze technical and team problems to identify the root cause issues and work to resolve using logic and creativity.
- Train, mentor, and assist participating agencies with using the Equity Hub.
- Lead meetings with stakeholder groups, support the development of written reports or presentations to legislative committees, and provide informational materials to various audiences using tools such as ArcGIS Story Maps, PowerBI dashboards, web apps, and other data visualization tools and platforms.
- Contribute to progress reports and annual reports to the Governor and Legislature, including graphics, dashboards, maps and written materials.
- Lead and facilitate meetings with multiple agencies, disciplines and perspectives while creating team atmosphere and collaborative working relationships.
- Build relationships among all participating agencies that are positive and productive with high acceptance of the new technology and changes. Reports will be well written and provide clear recommendations for next steps and include graphics and figures as needed to supplement and enhance the discussions.

Qualifications
Required Qualifications:
NOTE: All relevant experience including lived, volunteer, or professional, or a combination of experience and education that demonstrate the ability to perform the work will be considered.
Demonstrated Experience:
- Designing, developing, and deploying Geographic Information Systems applications with an emphasis on data management, data visualization, web GIS, and customer engagement.
- Analyzing geospatial data in ArcGIS Pro, ArcGIS Desktop, or comparable suite of GIS products to create custom cartographic products, spatial and data visualizations, and web/application displays to convey technical information to non-technical users.
- Using and administering ArcGIS Online, ArcGIS Enterprise, or comparable suite of GIS products.
- Designing and implementing system architecture in support of GIS application development.
- Collecting, sourcing, managing, and sharing both spatial and non-spatial data.
- A demonstrated commitment to social and racial justice issues and fundamental understanding of the historical context underlying current challenges facing communities of color, people with disabilities, immigrant communities, lesbian, gay, bisexual, transgender, queer (LGBTQ) communities, as well as low-and moderate-income families.
- Strong interpersonal and facilitative skills to be able to have candid but respectful conversations with employees, managers, and executives – giving consultation about subjects they may not like the answer to but will understand and respect the source of the advice.
- Strong commitment to and comfort with curiosity, innovation, improvisation, and continuous improvement.
- Ability to analyze quantitative and qualitative data, including developing and testing hypotheses, identifying patterns and trends, and drawing conclusions.
- Ability to plain talk technical specifications and analysis, relational when working with a variety of individuals from diverse backgrounds, and ability to deliver presentations in front of a live or remote audience.
- Experience with guiding change and adoption within organizations, leading to the adoption of new tools and/processes and building habits to sustained use.
- Knowledge in research and data development and data-driven decision-making.
- Strong critical thinking skills with the ability to analyze the present situation identify root cause and brainstorm creative and effective solutions.
- Ability to exercise a high level of emotional intelligence, critical thinking, self-care, and judgment during challenging or ambiguous situations.
- Knowledge and ability to independently devise unique methods and approaches to analyze and troubleshoot complex technical problems and implement workable solutions.
Desired Qualifications:
- A degree in GIS, geography, cartography, computer science, information systems, science, or other relevant fields and 3 years of experience OR,
- 6 years of experience and/or certifications
- Experience managing projects and a strong understanding of project management principles and concepts, planning, and organization skills.
- Advanced experience with geodatabase capabilities to drive 15 determinants of PEAR. This includes but is not limited to: metadata, feature datasets, topology, standard annotation, feature linked annotation, spatial database domains and subtypes, relationship classes, cartographic representations, managed and unmanaged raster catalogs, linear network dataset, and geometric networks.
- Skill in promoting GIS products and services and training community users how to use Community with ArcGIS Hub services.
- Aptitude and hunger for learning new software and technology that further equity and justice for all.
