Introduction

Protect All Children from TraffickingTM (PACT) is seeking a qualified Strategic Planning Consultant (individual or firm) to lead a collaborative strategic planning process. Our goal is to develop a bold, mission-aligned roadmap that will strengthen our capacity to prevent child trafficking and exploitation, expand our impact, and guide our work over the next 3–5 years.

Organizational Background

Protect All Children from Trafficking (PACT) is a national leader in ending the sexual exploitation and trafficking of children. With nearly 35 years of impact, we drive systemic change through advocacy, prevention, and education. Members of PACT Survivors’ Council provide subject matter expertise that strengthens our programs and public awareness efforts, while young people actively participate in shaping our educational initiatives. Rooted in the communities we serve, our team includes experts and educational staff with deep local ties, bringing cultural understanding and credibility. Together, we expand our reach, advocate for stronger protections, and provide critical resources to the children and communities who need them most. PACT is a member of ECPAT International, a global network with one common mission: to eliminate the sexual exploitation and trafficking of children around the world.

PACT accomplishes its work through partnerships, utilizing our resources to advance:

  • School- and community-based education programs
  • Trafficking identification and prevention training for professionals, with an emphasis on the travel and tourism industries
  • Survivor-informed initiatives and trauma-informed support services
  • Policy advocacy at local, state, and national levels

PACT has grown significantly since its last strategic plan in 2021. While our mission, vision, and values are defined and functioning, PACT seeks a renewal of the 2021 strategic plan that reflects both the urgency and complexity of the issue. The new plan should also respond to the evolving political and economic climate, which poses significant challenges for nonprofits, particularly in sustaining fundraising. We seek a strategy that not only reinforces our core strengths but also encourages innovation and adaptability in the face of these realities.

Purpose and Scope of Work

PACT is seeking a consultant to design and facilitate a strategic planning process that results in a clear, actionable, and mission-aligned strategic plan to guide the organization over the next 3–5 years. The process should reflect the voices of internal stakeholders, incorporate relevant external context, and support organizational alignment and accountability.

The consultant will collaborate with the Leadership Team, Board, and staff to complete the following scope of work, structured in three phases:

Phase 1: Planning and Discovery

Objectives:

  • Establish shared goals and a structure for the strategic planning process
  • Evaluate progress against the 2021 Strategic Plan
  • Surface internal insights and gather input from key stakeholders

Consultant Responsibilities:

  • Conduct a kickoff session with PACT’s Leadership Team
  • Review PACT’s 2021 Strategic Plan and relevant organizational documents
  • Conduct internal stakeholder engagement through interviews, focus groups, and/or surveys
  • Recommend approach to engaging external stakeholders (if applicable)
  • Conduct a landscape or SWOT analysis (optional but encouraged)

Phase 2: Strategy Development

Objectives:

  • Facilitate the development of strategic priorities and goals
  • Ensure alignment across programmatic, fundraising, and operational areas
  • Define evaluation and accountability mechanisms

Consultant Responsibilities:

  • Facilitate strategy sessions and/or retreats with staff and board
  • Support refinement of mission, vision, and values (if needed)
  • Develop 3–5 strategic priorities with associated goals and success measures
  • Propose a simple evaluation framework (e.g., scorecard or dashboard)

Phase 3: Plan Finalization and Presentation

Objectives:

  • Finalize and document the strategic plan
  • Present the plan to key stakeholders for review and alignment

Consultant Responsibilities:

  • Incorporate feedback from Leadership Team and Board
  • Finalize strategic plan narrative and implementation roadmap

Key Deliverables

Phase 1:

  • Project work plan and timeline with key milestones
  • Summary of internal and external findings
  • Stakeholder engagement synthesis and themes report

Phase 2:

  • Strategic framework including refined mission/vision/values (if applicable), priorities, goals, and measures
  • Draft implementation guidance outlining roles, timelines, and evaluation approach

Phase 3:

  • Final strategic plan (formatted and ready for distribution)
  • Presentation of the plan to the Board and Leadership Team
