Position Overview:

Arch Systems is seeking a high-impact Vice President of Government Relations to lead strategic engagement and revenue growth within DHS. This executive will serve as a core member of the senior leadership team and will be directly responsible for generating new business, expanding the federal pipeline, and closing multi-million-dollar opportunities. The VP will focus heavily on building and maintaining trusted relationships across CBP, ICE, and USCG, shaping early-stage procurements, and aligning Arch’s solutions with mission-critical priorities across homeland security.


This is a hands-on role for a deal-maker and relationship executive who can open doors, shape deals, and help convert relationships into contracts.


Key Responsibilities

Business Development & Revenue Generation:

  • Own revenue targets tied to DHS accounts and federal civilian pipeline, with quarterly and annual performance goals.
  • Build and manage a robust pipeline of DHS opportunities from early-stage shaping through award.
  • Serve as a growth lead in partnership with the Capture and BD team on strategic opportunities valued at $5M+.
  • Identify and pursue both prime and subcontracting opportunities aligned with Arch’s capabilities in cybersecurity, IT modernization, cloud, data, and digital services.
  • Influence procurement strategy and position Arch as a top competitor in DHS awards through thought leadership, early engagement, and targeted positioning.

Relationship Development & Customer Engagement:

  • Cultivate and maintain trusted executive relationships across CBP, ICE, and USCG, especially with procurement officers, IT executives, mission owners, and policy stakeholders.
  • Represent Arch during in-person and virtual meetings, industry days, solution demos, and site visits.
  • Facilitate direct engagement between DHS leadership and Arch delivery, innovation, and executive teams.
  • Use customer intimacy to help Arch stay top-of-mind for upcoming procurements and recompetes.

Government Relations & Advocacy:

  • Shape and execute a government relations strategy to align Arch with key federal priorities and appropriations in homeland security and public safety technology.
  • Monitor federal legislative activity and DHS budget allocations to identify emerging funding opportunities and technology needs.
  • Build Arch’s presence in policy forums, think tanks, and association boards relevant to DHS missions.

Strategic Capture & Acquisition Insight:

  • Provide strategic insights and market intelligence to enhance win probability on pursuits, especially at CBP, ICE, and USCG.
  • Inform teaming strategies, small business utilization, and protest-risk mitigation approaches.
  • Guide go/no-go decisions and partner with proposal teams to refine value propositions and messaging.



Key Qualifications

Strong, active relationships with procurement and program leadership in CBP, ICE, and USCG.

Proven track record of delivering revenue growth in the federal government contracting sector—ideally within DHS or homeland security portfolios.

✅ Deep understanding of DHS acquisition processes, major contract vehicles, and small business strategies.

✅ Ability to translate mission priorities into competitive technical solutions and contract wins.

✅ Strong leadership, communication, and presentation skills to represent Arch to both government and industry stakeholders.
