ABOUT MOTHER’S OUTREACH NETWORK

Mother’s Outreach Network, Inc., (MON) based in Washington DC, is a non-profit, tax-exempt, racial justice and antipoverty advocacy organization that pursues the inclusion and empowerment of Black mothers in the struggle for family preservation by transforming government income and child welfare laws, policies, and practices from punitive to empowering. MON uses movement-lawyering strategies that will build parents’ power to transform systems and that will aid in harm reduction against impacted constituents. MON does so through three primary programs:

  • The legal program, which provides representation, advice, and referrals for mothers who are facing adverse administrative decisions, with a focus on matters before the DC Child and Family Services Agency, that negatively impact family preservation and economic security;
  • The advocacy program, which seeks to transform income and child welfare/family regulation system policy at the local and federal level; and
  • The community engagement program, which includes outreach events, know-your-rights workshops in law and civic activism, as well as community-driven research and mutual-aid.

POSITION DESCRIPTION

The Policy and Outreach Programs Manager plays a pivotal role in managing and supporting the organization’s programming related to advocacy and community engagement programming, delivering programs, and fostering partnerships to support mothers in navigating legal challenges. The position reports to the Executive Director.

RESPONSIBILITIES

Policy Advocacy:

  • Researches and analyzes policy issues affecting mothers and families, particularly in the areas of economic mobility, healthcare access, and family law.
  • Manages policy communications, attendance and resource follow up for research and advocacy activities and workshops.
  • Monitors legislative and policy developments at local, state, and federal levels related to maternal rights and family justice.
  • Drafts research memos, policy briefs, and advocacy materials to support MON’s policy initiatives.

Outreach Programs:

  • Manages and assists in and supports the delivery of the Mother Up Pilot program, including supporting program participants.
  • Manages outreach activities, communications, attendance and resource follow- up for programming and workshops.
  • Builds relationships with program participants to understand how to better partner and support.
  • Evaluates the effectiveness of programs and identifies opportunities for improvement and expansion.

QUALIFICATIONS & REQUIREMENTS

  • Bachelor’s degree in a relevant field such as social work, public administration, or nonprofit management.
  • At least 5 years of advocacy or policy experience needed.
  • Strong organizational and time management skills, with the ability to multitask and prioritize competing demands effectively.
  • Excellent communication and interpersonal skills, with a customer service-oriented approach.
  • Detail-oriented with a commitment to accuracy and quality in all tasks.
  • Proficiency in Microsoft Office Suite
  • Needs experience conducting outreach to marginalized populations including street level outreach and grassroots organizing such as leading canvasses.
  • Flexible, positive and passionate about Mother’s Outreach Network’s mission and values
  • Occasional weekend and evening work.
  • Demonstrated background successfully connecting with people who are marginalized by social conditions is required.
  • Experience supporting people with involvement with the family regulation system or with the criminal legal system is a plus.
  • Self starter.
  • Brings passion and creativity to outreach.

COMPENSATION

This is a full-time salaried position, and the salary range is high $60k to low $70k per year, commensurate with experience. A health, dental and vision benefits package is provided: health insurance is covered by 100% for the employee and available to dependents. All federal holidays and all holidays observed by the District of Columbia are observed, as well as the week between Christmas and New Year.
