Job Summary:
The Transition Aide serves as the Member-elect’s primary staff point of contact responsible for assisting with Washington, D.C. and district office setup. The incumbent coordinates closely with the Member-elect and numerous House support organization personnel to complete many administrative, technological, and financial tasks pre-January 3, ultimately ensuring the Member-elect is well-positioned to fulfill his/her official and representational duties at the start of the new Congress.
Ideal candidates would possess excellent organizational and communication skills, be detail-oriented, and work well under pressure. Familiarity with the legislative environment and House operations is preferred, but not required.
The Transition Aide provides guidance and counsel to the Member-elect, and at times may be required to make decisions on his/her behalf. The Aide assumes full responsibility for the tasks below and although a CAO employee, also has a duty to at all times act in the best interests of the Member-elect.
All Transition Aides are required to comply with all Federal laws, the Rules of the House including the Code of Official Conduct, and the House Ethics Manual. The Transition Aide cannot be a spouse/partner or family member of the Member-elect nor can he/she be a shared employee (employed by another House office at the same time). The Transition Aide must complete Ethics, Cybersecurity Awareness, and Financial trainings within required timeframes and will be unavailable to the Member-elect during these times.
The Transition Aide is employed by the Office of the Chief Administrative Officer (CAO). The position is “at-will,” meaning the Transition Aide’s employment may be terminated at any time and for any reason so long as that reason is not discriminatory or otherwise a violation of applicable law or House Rule. The Transition Aide will work in support of the Member-elect for a temporary term beginning on or after November 6 and ending on January 2. The hiring date varies based on the completion of onboarding paperwork. Employment with the CAO ends no later than January 2 and there is no guarantee of employment with any House employing office beyond January 2.
DUTIES:
Financial and Personnel Hiring Responsibilities:
Serves as a primary finance and payroll point of contact between the Member-elect and the Office of Payroll and Benefits/Office of Finance, until the financial position is filled on a permanent basis or the Transition Aide role ends, whichever comes first.
Understands basic Members’ Representational Allowance (MRA) principles and ensures Member-elect compliance with such rules.
Establishes office subscriptions and various service provider accounts. At the request of the Member-elect, begins personnel hiring process subject to Member-elect’s approval.
Member Personal Task Responsibilities:
Ensures Member-elect participates in Member-elect pay and benefits consultation, and completes required Cyber, Ethics, Workplace Rights and Responsibilities, and Financial Curriculum trainings.
Ensures completion of Member-elect tasks related to the Frank signature, official and voting card photos, and official wall name plaque.
Office Administration and Logistics:
Accompanies Member-elect in Office Setup Briefing, Office Suite Lottery Process, and Floor Plan Meetings, ultimately ensuring the office is setup according to plan.
Pre-January 3 liaises with House support personnel to request any outstanding floor plan-related items (i.e., furnishings, décor hangings, etc.).
Ensures supplies and stationery (if desired) are ordered and available beginning January 3 as needed.
Technological Support:
Liaises with the House’s technical support staff and vendors (if applicable) to ensure the equipment and technological needs of the office are met for the start of the new Congress and beyond.
Assists the Member-elect in selecting an official website design and Correspondence Management System vendor.
The Aide must also understand basic rules surrounding equipment procurement should the Member-elect wish to submit equipment purchase documentation pre-January 3.
District Office Setup:
Liaises with House support personnel and the General Services Administration (GSA) to ensure critical district office setup activities are accomplished including, but not limited to:
Office space search and lease submission and approval status;
Voice over Internet Protocol (VoIP) telephone and broadband network access and
installation;
Furniture and equipment delivery and installation status;
District staff hiring status; and
Ensures district office points of contact and staff are appropriately informed of statuses.
Swearing-in day:
Understands and coordinates necessary logistics in advance of Swearing-In day.
Proactively monitors task statuses, researches and responds to Member-elect questions on office setup tasks, and likewise responds on behalf of the Member-elect to the House’s requests for information in a timely manner.
Coordinates the activities of the Member-elect as they relate to Leadership roles and responsibilities.
Participates in Transition Aide-specific trainings, surveys, and info-sessions pre-January 3
Ability to travel between Washington, D.C. and district office if necessary.
Performs other duties as assigned.
Qualifications:

Thorough knowledge of the legislative environment, U.S. House of Representatives, and the operations thereof, preferred.
Understands basic Members’ Representational Allowance (MRA) principles and ensures Member-elect compliance with such rules, preferred.
The Aide must also understand basic rules surrounding equipment procurement should the Member-elect wish to submit equipment purchase documentation pre-January 3, preferred.
