*This position requires weekly in-office work (3 days) in our Washington D.C. office under a hybrid working model.

POSITION SUMMARY:

The Director leads overall workforce policy strategy, including successfully advancing pieces of LeadingAge’s workforce policy agenda. Reporting to the Vice President for Government Affairs and collaborating closely with other members of the Policy team, and the LeadingAge LTSS Center @ UMass Boston, the Director will develop and implement domestic and immigration-related workforce policy solutions and monitor and analyze existing and emerging legislative proposals to determine the potential impact on LeadingAge members.

IN SUPPORT OF KEY ORGANIZATIONAL STRATEGY:

The individual is responsible for assisting the advancement of LeadingAge’s public policy priorities including the legislative and regulatory agenda. The Director builds and strengthens relationships with members of Congress, congressional offices, relevant congressional committees, and federal staff and officials. Additionally, the Director develops and maintains effective contacts with key stakeholder groups including, but not limited to LeadingAge members, LeadingAge state partner organizations, coalitions, and government agencies most regularly being the Department of Labor, Department of State, Department of Homeland Security, and Department of Health and Human Services. The Director represents LeadingAge’s workforce policies before policy makers and coalition partners. The incumbent offers strategic leadership and operational support to the Policy team including developing positions and serving as the subject matter expert on immigration and needed reforms, advocating for funding and other policy supports for training and retention initiatives, funding and services offered through the Older Americans Act (OAA) services and programs, relevant Public Health Services Act programs, the Workforce Innovation and Opportunity Act, and other relevant programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

This individual will:


  • Develop workforce policy solutions, and advocacy strategies consistent with LeadingAge’s broader policy agenda, and plans to achieve those solutions, by collaborating with internal and external partners, including members and state partners, and the LeadingAge LTSS Center @ UMass Boston.
  • Monitor and analyze legislation, proposed, and final regulations, prepare testimony, correspondence and written reports that advance workforce policy priorities, in addition to other topics as assigned.
  • Develop and maintain relationships with members of LeadingAge and a knowledge of the workforce challenges they face and identify and advocate for solutions.
  • Develop and maintain strong relationships with key Members of Congress and Congressional staff, key offices of administrative agencies, and allied interest groups.
  • Establish and lead a Workforce Member Network.
  • Anticipate needs of congressional staff in response to LeadingAge workforce requests and develop informational materials to use in advocacy.
  • Attend hearings, meetings, and various events and prepare summaries and analyses to advance workforce policy solutions.
  • Work with other members of the Policy Team and with the Communications and Marketing Department to identify topics for Action Alerts and other Grassroots activities, draft plans and Action Alerts, and coordinate follow up.
  • Represent LeadingAge and its policy priorities with outside stakeholder coalitions. Identify potential partners and build relationships among nonprofit aging services and other organizations, seeking leadership opportunities whenever possible in coalitions and groups with which LeadingAge partners.

  • Collaborate with the LeadingAge LTSS Center and the Communications and Marketing Department to identify, utilize, and promote workforce reports and resources to increase lobbying effectiveness.
  • Collaborate with the Knowledge Department to identify and develop topics for member education through online and in person presentation.
  • Engage with members of the policy team and existing advisory groups to be conversant in topics that are important to our members within specific provider types that overlap with workforce policy topics.
  • Maintain current knowledge of key aging policy issues, establish relationships with elected officials, analyze and report out on key updates, developments, and legislation within the assigned policy areas, and support efforts to craft a LeadingAge position on legislation.

QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED


  •  Position requirements include a bachelor’s degree, a minimum five years’ experience working on Capitol Hill or as an issues advocate, and a familiarity with workforce policy issues; or an equivalent combination of education and experience. An advanced degree in law, public administration or a field-related area is desired.
  • The position requires demonstrated leadership skills, the ability to work both independently and collaboratively, to provide leadership, to offer strategic planning and implementation of policy goals, and to be a contributing member of teams, and to build strong relationships.
  • This position requires demonstrated ability to analyze proposed legislation, regulations, policy briefs and reports for relevance, insight and message development.
  • Strong written and oral communication skills are required, including the ability to translate complex policy issues into plain English and compelling messages. Commitment to serving LeadingAge membership and to working closely with state partners. 
  • This position is based in Washington, DC. Must be able to travel overnight to meetings and conferences both locally and nationally.

  • Normal work requires frequent use telephone and computer (monitor, keyboard, mouse).
  • Ability to be move about at Annual Meeting; Leadership Summit Conference; and other meetings and events.
  • May be required to move about frequently in the office to access file cabinets, office equipment, attend meetings, etc.
  • May require standing/sitting for prolonged periods of time during meetings and conferences.

COMPENSATION AND BENEFITS:

The salary range for this full-time, (37.5-hour work week), exempt, D.C. based position is ($127,103-133,793). Salary offered may vary depending on relevant factors as determined by LeadingAge, which may include, but are not limited to, background and experience, knowledge, skills and abilities, certifications and licensures, internal equity, geographic location and other organizational needs. Salaries for candidates hired outside of the DMV will have salary adjusted using Economic Research Institute’s, Geographic Tool Assessor.
