PRIMARY FUNCTION/PURPOSE:

The Director of Policy will manage, coordinate, and implement the Foundation’s federal-level policy agenda, particularly on issues related to liver disease, transplant, public health, new treatment options and access to care. This role requires in-depth knowledge of public policy, public health, and chronic disease issues and the federal legislative and administrative process. The Director of Policy must have the ability to analyze and provide strategic advice on complex legislation and regulations. This position will serve as a representative of ALF on Capitol Hill, with federal agencies and serve on various health-related coalitions. This position will staff ALF’s public policy committee and work closely with our advocacy committee and government relations counsel. This position reports to the Chief Marketing, Communications & Public Affairs Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Directs strategy on federal-level policy priorities on issues related to liver disease, transplant, public health, new treatment options and access to care.
  • Provides in-depth policy analysis of complex federal legislation and regulations.
  • Develops strong relationships with key congressional staff, relevant federal agencies and mission sharing organizations to best represent the needs of the liver community.
  • Drafts federal-level regulatory comments, letters, testimony and position statements, with support and advice from government relations counsel and public policy committee.
  • Holds leadership roles in patient advocacy coalitions, National Health Council, and other groups collaborating on mutual policy goals.
  • Maintains up-to-date understanding of activities and priorities of relevant federal legislative offices, committees, and agencies.
  • Provides federal-related updates for public policy and advocacy committees, national board, advocacy newsletter, action alerts and media placements.
  • Supports planning and legislative agenda of annual patient summit and in-district summer recess meetings.
  • Articulates policy positions in briefs, fact sheets, talking points, op-eds, media statements and at internal and external meetings.
  • Actively participates in learning opportunities for professional growth and self-improvement.
  • Prepares periodic progress reports as assigned.
  • Attends ALF meetings, programs and events when requested to do so.
  • All other duties as assigned.

SUPERVISION:

POSITION REQUIREMENTS:

  • Master’s degree in public policy, public health, health policy, government, or political science (or equivalent relevant work experience) required.

Experience/Skills/Knowledge:

  • In-depth knowledge of public policy, public health and chronic disease issues.
  • Ability to develop and execute a strategic plan to advance federal-level policy priorities.
  • Superb writing skills.
  • Excellent relationship-building skills to facilitate work with coalitions, mission sharing organizations, government offices, volunteers, industry and other stakeholders.
  • Excellent organizational skills with high attention to detail, deadlines, and ability to manage multiple competing projects.
  • At least 5-7 years professional experience in public policy, public health or legislative advocacy; federal legislative office and/or non-profit experience preferred.
  • Extensive knowledge of and experience with federal-level legislative, budget, and administrative processes
  • Ability and willingness to learn complex medical information.
  • Ability to manage crisis situations and exercise sound judgement.
  • Excellent interpersonal skills including stakeholder assessment and service skills.
  • Excellent oral and written communication skills.
  • Strong organizational skills with great attention to detail and quality of work product.
  • Excellent computer skills including MS Word, Excel, Access, PowerPoint; knowledge and experience with Voter Voice, Basecamp and donor database systems.

Work Environment:

Full-time work at home but must be located in the DC metro area to attend in-person meetings on Capitol Hill, with federal agencies and others as required. Must be willing to work a flexible schedule including some nights and weekends. Expected travel 10%. Must be able to lift up to 25 pounds.
