Responsibilities
This position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP). The incumbent serves as the Assistant Director, National High-Intensity Drug Trafficking Areas (HIDTA) Program Office (NHPO).
The Assistant Director, NHPO, is responsible for providing executive direction and oversight for the National HIDTA program, managing more than $285 million of grant funds awarded annually by ONDCP nationwide to a variety of governmental and non-governmental entities.
As Assistant Director, National HIDTA Program Office, some of your typical work assignments may include:
Serves as the National Director of ONDCP's HIDTA Program. Leads and supervises the NHPO in its efforts to support the National Drug Control Strategy, the development and implementation of Federal drug control budget priorities, and new legislation.
Leads 28 regional HIDTA Directors located in HIDTA regions throughout the nation and oversees the management of an approximately $285 million annual budget. Collaborates with 28 regional HIDTA Executive Committees comprised of Presidential appointees (United States Attorneys), elected officials (State Attorneys General, District Attorneys, County Prosecutors, Sheriffs, Police Chiefs, state agency heads), and other senior officials in the Federal drug enforcement agencies including DEA, FBI, DHS/CBP, and IRS.
Serves as a senior representative in the formulation and development of NHPO strategy and supporting documents.
Develops and implements NHPO work procedures, processes and protocols. Procedures, processes and protocols support the collaboration and integration of the office as well as the linkages to other ONDCP offices/components to work across drug control issues. Reviews procedures, processes and protocols to ensure efficiency and effectiveness. Ensures performance related to both achievement of grant program goals and effective/efficient management of program resources.
Creates and advises on the development of standards, guidance, and policy statements for use throughout ONDCP.
Represents ONDCP at high-level interagency meetings, conferences, and Congressional hearings. Develops and makes speeches and formal presentations. Interacts extensively with counterparts at other Federal agencies within the drug control policy and intelligence communities, senior government officials from allied countries, and senior state and local officials.
Serves on personnel selection panels and makes hiring recommendations to the Chief of Staff, ONDCP, and/or the Director, ONDCP. Ensures that performance plans, position descriptions, and other key management documents enable personnel to achieve the goals and objectives of the National Drug Control Policy.
Performs other special assignments of a responsible and urgent nature at the Director's or Chief of Staff's request.
