ARC Community Services, Inc. is seeking an inspiring, visionary, and results-driven Chief Executive Officer (CEO) to lead our organization into its next chapter of growth and impact.


This is a rare opportunity to guide one of Wisconsin's most respected human service organizations—an agency that has shaped the landscape of women-responsive services for nearly 50 years through innovation, advocacy, and an unwavering commitment to women and families.

Who We Are

Since 1976, ARC Community Services has been dedicated to helping women reclaim their lives, recognize their inherent worth, and build healthier futures for themselves, their children, and their families.


What began as a single residential program has evolved into a comprehensive network of outpatient and residential services supporting women throughout Wisconsin through evidence-based, trauma-informed, and women-responsive care.


ARC Community Services is a private, nonprofit organization specializing in women-responsive, family-centered, and trauma-informed services. ARC provides integrated, community-based support that strengthens the mother-child bond, promotes family stability, and addresses the complex challenges faced by women affected by substance use disorders, trauma, criminal justice involvement, exploitation, and economic instability.


ARC develops and implements innovative programs informed by current research, best practices, and independent evaluation. The organization has been a leader in creating and sustaining women-responsive federal and state pilot and demonstration projects designed to improve outcomes for women and their families.

What We Do

• Women-responsive substance use disorder treatment, including residential, day treatment, and outpatient services.

• Specialized services for pregnant and parenting women designed to strengthen healthy attachment and family functioning.

• Programs that reduce child welfare involvement and break intergenerational cycles of abuse and neglect.

• Trauma-informed recovery services for survivors of prostitution and human trafficking.

• Community-based alternatives to incarceration for women involved in the criminal justice system.

What You Will Do

Visionary Leadership

• Provide strategic direction that advances ARC's mission, values, and long-term goals.

• Partner with the Board of Directors to develop and implement a sustainable strategic plan.

• Identify emerging opportunities, challenges, and community needs.


Organizational Growth & Sustainability

• Expand ARC's reach, services, and community influence.

• Lead fundraising, grant development, and revenue diversification efforts.

• Foster innovation, accountability, and continuous improvement.


Community Impact & Advocacy

• Serve as ARC's primary ambassador and public spokesperson.

• Build relationships with donors, funders, government agencies, policymakers, and community partners.

• Champion issues affecting women and families throughout Wisconsin.


Program & Operational Excellence

• Oversee the development, implementation, and evaluation of programs and services.

• Ensure compliance with applicable regulations, funding requirements, and accreditation standards.

• Promote evidence-based practices and measurable outcomes.


Financial Stewardship

• Partner with the CFO on budgeting, forecasting, financial oversight, and resource allocation.

• Ensure responsible stewardship of organizational resources.

• Support long-term sustainability and organizational growth.


People & Culture Leadership

• Recruit, develop, and retain a high-performing leadership team.

• Foster a collaborative, inclusive, and mission-driven culture.

• Lead with integrity, transparency, compassion, and accountability.
