Chief of Staff


The Office of Councilmember Eunisses Hernandez is seeking an experienced, collaborative, and strategic leader to serve as Chief of Staff. The Chief of Staff will serve as the top strategic advisor on office management, personnel, legislative and policy strategy, communications, and external partnerships. 


The Chief of Staff will oversee a team of approximately 30 staff members and will be responsible for ensuring the office operates efficiently and in alignment with the Councilmember’s priorities and values. The Chief of Staff will also oversee the Council Office’s administrative operations and budget, personnel management, and organizational development. 


Duties include but are not limited to: 

  • Serve as the Councilmember’s principal strategic advisor on legislative, policy, district, personnel, operational, and other matters; 
  • Supervise a team of approximately 30 staff members and establish clear roles, goals, expectations, and systems for accountability; 
  • Oversee personnel matters, including recruitment, hiring, onboarding, performance management, and disciplinary actions, consistent with applicable City policies;
  • Regularly implement professional development and training opportunities on a range of topics to encourage staff growth and upskilling;
  • Maintain relationships with other elected offices, City departments, and government entities to ensure collaboration and buy-in for Councilmember Hernandez’s policy proposals;
  • Develop and maintain working relationships with other Chiefs of Staff, senior City officials, community leaders, advocacy organizations, and other stakeholders;
  • Guide the development and execution of the Councilmember’s long-term legislative and policy agenda; 
  • Manage the Council Office’s administrative budget and oversee use of discretionary and other funds allocated for community projects;
  • Navigate and resolve complex internal, political, legislative, operational, or community challenges and crises;  
  • Foster a workplace culture grounded in respect, collaboration, excellence, and inclusivity; 
  • Other duties as assigned.


The ideal candidate should have experience in the following:

  • Human resources, personnel management, and leading high-performing teams. 
  • Managing multiple complex projects and priorities concurrently.
  • Demonstrated track record of being resourceful, innovative, and efficient.
  • Diplomacy and political strategy to navigate complex or contentious policy issues. 
  • Excellent written and verbal communication skills. 
  • Demonstrated commitment to social justice and enthusiasm for Councilmember Hernandez’s policies, priorities, and values.
  • Strong diligence, high ethical standards, focus, flexibility, a capacity for hard work, and a willingness to collaborate across teams.
  • Compassion and enthusiasm for addressing the concerns and needs of CD1 constituents.
  • Proficiency in Spanish is appreciated.


Salary and Benefits


The position is full-time and exempt from Civil Service to be paid a salary ranging between $150,000 - $180,000. Compensation will be based on experience and commensurate with experience, and includes a high-quality benefits package; 13 paid holidays per year; flexible plans for multi-option health, dental, and vision coverage; and family and domestic partner leave.
