Duties

  • Leads the bank policy planning, analysis, communications, and rulemaking functions of the Branch, in consultation with the Associate Director, Deputy Director and Director of the Division of Complex Institution Supervision and Resolution (CISR).
  • Provides technical guidance to individuals and groups engaged in reviewing proposed legislation and determining the need for new or proposed policies pertaining the supervision and resolution of Large Complex Financial Institutions (LCFIs). Subjects considered include technical matters of high complexity and sensitivity, with potentially significant consequences, in the areas of domestic and international financial regulatory policy, resolution of LCFIs with significant cross‐border operations, and furthering international financial regulatory cooperation and dialogue.
  • Leads and contributes to programs and initiatives to improve the supervisions and resolution management practices of LCFIs under the purview of CISR, in consultation with the Associate Director, Deputy Director and Director CISR. Coordinates with other CISR branches, other Divisions and Offices within the FDIC, and officials of other domestic and international supervisory and regulatory agencies in the conduct of such initiatives.
  • Assists the Associate Director in setting priorities and developing FDIC alternatives and positions regarding a wide range of substantive public policy issues related to the supervision and resolution management of LCFIs under the purview of CISR, including, but not limited to, international coordination policy, complex financial institution monitoring policy, and systemic resolution planning and implementation policy.
  • Identifies and communicates operational matters relating to the supervision and resolution management of LCFIs under the purview of CISR that create policy considerations. Develops a range of viable alternatives for senior management and the FDIC Board of Directors to consider when weighing the Corporation's policy response.
  • Leads and contributes to Branch and Corporate strategies for development of communication and coordination practices with foreign jurisdictions. Coordinates international communication and outreach project activities with other FDIC Divisions/Offices and external entities as required.
  • Supervises a staff of senior level employees, highly trained subject matter experts, and other subordinate staff. Ensures that all programs are administered effectively and in accordance with broadly stated objectives and priorities.
  • Ensures that EEO and diversity plans and programs, performance measurement, employee development, and other personnel oriented factors are executed equitably and are consistent with FDIC policy, legal requirements, and other guidelines.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In order to qualify, applicants must have one year of specialized experience in the private industry or a government agency (equivalent in the federal government to CG/GS-14 or above). Specialized experience is defined as experience in at least one of the following:

1) Experience developing or analyzing regulatory policies affecting banking institutions related to Federal regulations/laws or being considered by or within the Financial Stability Board; or

2) Experience supervising, or developing resolution strategies for, large and complex banking institutions, or their holding companies, with significant cross‐border operations, activities and exposures.

Large and complex banking organizations may be defined as engaging in some combination of commercial banking, investment banking, asset management, and insurance, to include firms whose failure may pose a systemic risk or externality to the financial system as a whole. These risks are intertwined among both insured and uninsured subsidiaries, and the largest and most complex of these organizations often have global footprints and interdependent counterparty relationships with one another that increase their complexity.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 32.11% to a high of 38.77%. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of developing policy related to complex banking supervision, crisis management and resolution related matters applicable to banks.

  • Ability to communicate and serve as a spokesperson and represent an Agency/Corporation/Organization in promoting, supporting and articulating the Agency/Corporation/Organization positions on key policy matters in various internal and external forums, including before special interest groups, Congress and the public.
  • Knowledge of Large Complex Financial Institutions (domestic and an international perspective), financial markets and the supervisory, regulatory and legislative frameworks affecting their operations.
  • Knowledge of the banking laws and policies, financial issues, payment systems, financial market utilities, and trends affecting foreign countries.
  • Skill in discussing and negotiating complex issues verbally and in written formats, with high level complex financial institution officials, government regulatory agencies and private investors.
  • Skill in writing and communicating complex and controversial public policy issues to senior management and a wide variety of other audiences.
  • Skill in directing and motivating a subordinate staff.
