Position Overview

The Office of the Deputy Chancellor is responsible for implementing the mission and vision of DC Public Schools and is comprised of six senior management staff that report directly to the Chancellor.

Our goal is to initiate change and lead DC Public Schools into the highest performing school district in the nation through the Chancellor's draft strategic priorities:

Our purpose is to ensure that every DCPS school provides a world-class education that prepares all of our students, regardless of background or circumstances, for success in college, career, and life.

Under the leadership of the Chancellor, the Deputy Chancellor, Innovation and Systems Improvement works to systematically align resources across the organization through innovation and continuous improvement. The Deputy Chancellor, Innovation and Systems Improvement oversees five, distinct work-streams:

  • The Office of Data and Technology supports schools and the district to use technology and data effectively to accelerate student achievement. ODT is comprised of Information Technology, Assessments, Data, and Strategic Initiatives teams.
  • The Office of Integrity supports parents, staff, students, and education stakeholders in addressing concerns surrounding school policies and compliance with the law. Within OI, the Enrollment & Attendance division supports schools with resources and tools to ensure every student attends school and works with schools to achieve enrollment goals related to operations, growth, and lottery.
  • The Office of the Chief Operating Officer is responsible for guiding the operational functions for all schools within the District. OCOO includes the Strategic School Operations and Logistics, Food & Nutrition Services, School Security, Facilities, Compliance and OCOO Strategy teams.
  • The Office of Employee Services is responsible for supporting core employee services functions within the agency.  OES includes the Human Resources, Strategic Staffing, Instructional Talent Acquisition and Retention, and Employee Experience teams.
  • The Policy division reviews and develops regulatory, policy, and system implementation resources that advance an educational equity and excellence agenda. This division also works to strategically support the Deputy Chancellor in ensuring consistent expectations; aligning initiatives, resources, and processes; and supporting a collaborative approach to budget management and hiring across offices.

The Deputy Chancellor, Innovation System and Improvements will report to the Chancellor.

Essential Duties and Responsibilities

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

  • Acts as a key advisor to the Chancellor on all aspects of DCPS operations, including strategy, performance management, finance/budgeting, service delivery, and resource allocation.
  • Serves as a key member of the Chancellor's senior leadership team and management team and helps drive the formulation and implementation of broad, long-term policies and strategies to meet the vision and goals of DCPS.
  • Holds primary responsibility for an office and its various departments and programs that support the broader reform effort at DCPS; acts as key decision-maker and advisor to the Chancellor on all aspects of district operations, including strategy, performance management, service delivery, and resource allocation; develops clear, specific, and ambitious targets and evaluates progress of office programs and initiatives; holds parties accountable; and helps adjust strategy and approach accordingly to achieve success.
  • Develops an office working environment that fosters and maintains a high degree of employee performance, integrity, and inspiration; and provides overall leadership for key human capital functions and decision-making, such as staff development, work assignment, performance evaluation, hiring/promotion and dismissal, etc.
  • Conducts special studies of extremely complex, difficult, controversial, or sensitive issues that involve collaboration with various offices and external groups and necessitate considerable research and analysis; and recommends and implements changes in program operations, resourcing, and approach based on study conclusions.
  • Prepares and presents regular updates for senior management team, summarizing progress and key points of projects and initiatives and distilling key lessons that will accelerate the learning curve of DCPS senior leadership.
  • Drives innovation and best-practice sharing both within the office and between offices of DCPS through continuous flow of information and creating opportunities for collaboration and idea exchange.
  • Collaborates and builds strong working relationships with other DCPS management team members and senior staff to develop and implement cross-office strategies supporting the Chancellor's long-term vision of reform.
  • Attends relevant external meetings, conferences, and forums representing the Office and the Chancellor.
  • Builds relationships and collaborates with external stakeholders, including key players in education reform, community members and DCPS constituents, and government officials to share information and ensure support for and understanding of DCPS' mission, priorities, programs, and special initiatives.

Qualifications

  • Bachelor's degree and ten to fifteen years of related work experience.
  • Master's degree strongly preferred.
  • Previous exposure to or experience in the education sector a plus.
  • Demonstrated success innovating to improve outcomes and services provided to students.
