This position serves as the deputy policy advisor to the Governor on education policy and issues. The position also provides leadership and direction from the Governor’s office to state education agencies, boards and commissions.

This is an executive service position. Employees in the executive service serve at the pleasure of the Governor in an "at will status".
General Statement of Duties:
(All responsibilities identified below will be in relation to working with and for the Senior Education Policy Advisor. The Senior Education Policy Advisor has primary responsibility for all activities below and the Deputy Education Policy Advisor has secondary duties.)
Serves as the deputy advisor to the Governor focused on higher education and other assigned policy areas .
Provides leadership and direction from the Governor’s Office to state education agencies, boards and commissions.
Assures that state agencies, boards and commissions understand, support and implement the Governor’s education policy agenda.
Provides feedback on education agency budgets and legislative priorities, and offers direction to agencies on budget and legislative concepts that implement the Governor’s priorities.
Works closely with the Department of Administrative Services, Office of Budget and Management to shape agency budget requests into the Governor’s Recommended Budget.
Informs the Governor on key policies, positions, and potential areas of concern within the wide range of national and state education issues.
Serves as the Governor’s principal representative articulating and implementing the Governor’s education policies to diverse stakeholders.
Works closely with the Legislative Director and provides testimony and other means of support for adoption of the Governor’s education agenda and for passage of legislation that supports the Governor’s policies and priorities.
Work closely with all Governor’s staff on cross policy coordination.
Identifies, recruits, and recommends candidates for appointments to education agencies, boards and, commissions.
Provides staff support to the Governor at key meetings, conferences, ceremonial events, and public hearings dealing with education policy issues.
Provides leadership as the Governor’s representative in managing conflict, resolving disputes and promoting collaboration on education policy.
Provides information and talking points to the Governor and Communications Director for media inquiries.
Represent the Governor on various task forces, committees, meetings etc.
Gathers and reports information from stakeholders on issues of significance to the Governor.

Minimum Qualifications:
No less than:
Four years of management experience in a public or private organization which included responsibility for each of the following:
Development of program rules and policies
Development of long- and short-range goals and plans
Program evaluation and
Budget preparation.
OR
Three years of management experience in a public or private organization which included responsibility for each of the following:
Development of program rules and policies
Development of long- and short-range goals and plans
Program evaluation and
Budget preparation
AND
45-48 quarter hours
(30-32 semester hours) of graduate level coursework in management.

Required Skills:
Thorough understanding of the structure and procedures of Oregon state government, including budget, legislative, rule making, and agency administrative processes.
Ability to manage conflict, lead dispute resolution and foster collaboration among diverse groups and individuals over education policy issues.
Advanced education or extensive work experience in education policy.
The most competitive candidates will possess the following experience and skills:
Ability to articulate the Governor’s education policy positions in a manner that promotes understanding and support for the Governor’s priorities.
Provide coordination and facilitation of information sharing, consultation, interpretation and explanation of policies & procedures; discuss issues; identify and provide options and recommendations.
Determines policy, priorities and utilization of resources in order to carry out the goals and objectives mandated by law and the priorities determined by the Governor
Working Conditions:
Fast paced office environment with multiple competing projects, tasks, and deadlines to meet with frequent interruptions. This position requires extra hours on evenings, weekends and holidays during heavy workload periods, especially during legislative session. Frequent travel around the state. Occasional contact with those that may be hostile or upset about the Governor’s position on various issues.

When you become PERS eligible, your base salary will increase by 6.95% and you will pay the 6% employee contribution to PERS .
