Summary

This position is located in the Department of Homeland Security (DHS), Office of the Secretary, Office of Strategy, Policy, and Plans (PLCY), Office of International Affairs (OIA), in the U.S. Embassy in Brussels, Belgium. PLCY provides policy development and coordination, strategy, planning and analysis to the DHS Secretary and other Departmental leaders to facilitate decision making and other critical matters that arise in a dynamic homeland security environment.

Duties

The DHS Attaché to the European Union (EU) is assigned to the Diplomatic Post of U.S. Embassy in Brussels, Belgium and works in full cooperation with the U.S. Ambassador, other senior Embassy officials, and counterparts from the European Commission, Council, and Parliament.


Specific responsibilities include:


Providing on-site representation and expert and authoritative advice on all aspects of policies and programs that relate to the complete range of the Department of Homeland Security's mission the prevention and deterrence of terrorist attacks on the United States, the maintenance of safe and secure borders, migration management, resilience, cyber security, and the efficient and secure flow of commerce-and represents the Secretary's priorities to the Embassy. As a member of the Embassy's country team at the assigned Diplomatic Post, the incumbent works closely with and advises the U.S. Ambassador and mission staff on new and potentially adverse information pertaining to U.S. national and economic security interests.

Serving as the official liaison/point of contact for DHS Headquarters and the Embassy on all DHS-related matters and will need to be able to engage senior policy makers within both the U.S. and EU in order to secure understandings which facilitate the implementation of homeland security goals and objectives through discrete operations and programs.

Providing regional expertise and advice on all DHS efforts in the region and engages, as appropriate, U.S. and European government counterparts, the private sector, and other nongovernmental groups throughout Europe, in conjunction and in support of the goals of DHS and the Embassies in the region.

Coordinating Departmental responses to, and providing policy recommendations on, matters related to the entire breadth of DHS's missions and activities associated with these critical functional areas.

Identifying and understanding threats, assessing vulnerabilities, and determining potential impact to our homeland security partners.

Serving as the representative for the Secretary of the Department of Homeland Security to the European Commission (including Member State delegations to the Commission), Council, and Parliament, to the U.S. Mission to the EU, within the U.S. Embassies and U.S. Consulates in Europe, and to local communities across the region.

Promoting DHS objectives and proposals seeking to deepen transatlantic consensus on homeland security related efforts. Under Chief of Mission authority, advises Ambassadors and U.S. Missions on homeland security issues, which includes making recommendations on policy and operational issues affecting homeland security, including counterterrorism, immigration, aviation and cargo security, border security, and law enforcement.
