Position description

The Federal Government Engagement Director position can be located in Washington, DC or Rochester, MN. This position reports to the Division Chair - External Relations in Rochester, MN and is a member of the Government Engagement team within the Department of Public Affairs. Though the role does not have any direct reports, they will direct and lead the work of others within and outside of the department, on a wide variety of projects and initiatives. The Director works collaboratively with staff at all levels, including physician and administrative leadership across all departments. The Director may participate in various internal Mayo Clinic leadership meetings as a subject matter expert and in partnership with the Division Chair - External Relations.

Position Overview

The Director is responsible for leading successful implementation of Mayo Clinic's federal engagement and legislative advocacy strategy in Washington, DC and advises leaders on development and implementation of the organization's public policy priorities and positions. Essential functions include:

Monitoring and evaluating federal legislation and regulatory issues to identify strategic opportunity and assess impact for Mayo Clinic and our patients

Proactively crafting policy and education strategies to inform and engage elected officials, staff, regulators and policy thought leaders on Mayo Clinic's unique value and priorities

Represent Mayo Clinic and our patients with policymakers and relevant internal leaders to understand emerging issues and develop policy solutions to address identified priorities

Contribute to and coordinate Mayo Clinic's assessment of policy proposals and responses to formal and informal comment and feedback opportunities

Grow and maintain a network of policy and advocacy relationships to identify areas for collaboration and pursue new issues and proposals in Mayo Clinic's priority focus areas

Represent Mayo Clinic with federal, third-party trade associations and think tanks, identifying areas of shared interest in advocating for policy positions and partnerships, building consensus with peers and coordinating response to pending policy issues

Support and assist Mayo Clinic leaders, clinicians, staff and patients with federal advocacy and thought leadership opportunities and activities

Coordinate with Mayo Clinic policy and government engagement peers and public affairs department colleagues to best represent the organization and articulate its unique value

Convenes teams of experts inside and outside the Department of Public Affairs to formulate and implement strategies on priority issues

Effectively manages external consultants and partners to ensure successful strategy development, implementation and coordination

License or certification

Basic qualifications:

Bachelor's degree required in political science, government relations or a related field. Master's degree, strongly preferred.

Minimum of eight years experience in a policy, government relations or a related field is required.

Knowledge of the federal legislative process, regulatory process and health care policy is expected. Specific experience in public program operations and reimbursement, payment transformation, health care quality and performance measurement, laboratory regulation and payment, federal research and public health and FDA regulation preferred.

Additional qualifications:

Candidate should be capable of developing and executing a proactive and strategic presence with federal policymakers and influencers.

Candidate should possess excellent oral and written communication skills that are effective in communication to a diverse set of audiences.

Candidate must be nimble and well-suited for a fast-paced and high-performing work environment managing a broad range of health care, science and technology issues

Candidate should have the ability to understand complex policy proposals and regulations and be able to effectively communicate the impact and considerations related to those proposals clearly with internal and external leaders.

Candidate should demonstrate strategic relationship building and advocacy skills, including experience both developing and leading strategic influence campaigns and thought leadership activities

Candidate must have strong interpersonal skills and the ability to develop and maintain collaborative relationships with Mayo Clinic team members, legislators, regulators and government staff.

Candidate should be team-oriented with a sense of humor, self-awareness and the ability to succeed in a fast-moving environment.

Additional opportunities for professional development and growth are anticipated.

Candidate will be expected to spend up to 20% of his or her time traveling to Mayo Clinic sites across the country.
