Job Description

Organizational Summary: The Climate Leadership Council (the Council) is a 501(c)(3) organization whose mission is to develop and promote market-based policies that advance U.S. competitiveness, security, and economic opportunity as the central strategy for lowering global emissions.

Position Overview: Trade policy is now climate policy. How the United States accounts for carbon at the border, secures critical mineral supply chains, drives energy exports, and finances investment abroad will shape both American competitiveness and the pace of global decarbonization. The Director, Trade and Supply Chains will lead the Council’s work at that intersection.

The portfolio spans three priority areas central to the Council’s policy agenda: border carbon adjustments; critical minerals and supply chain security; and international investment and export promotion. The Director will be responsible for shaping a research agenda, developing policy positions, engaging stakeholders, and supporting policymaker education on Capitol Hill and in the administration.

This is a substantive and visible role. The Director will represent the Council in meetings with members of Congress, administration officials, and their staff; build working relationships with business, industry, and environmental partners; and serve as a public voice for the Council at conferences, briefings, and in the press. The Director will be a member of senior staff and partner with colleagues across policy, government relations, and communications to turn strong ideas into durable support for policy change.

This role is a fit for someone with deep trade or supply chain policy expertise who can translate complex issues for any audience and who is energized by working with industry, lawmakers, and the broader policy community.

The Council offers:

  • Flexible hybrid work environment
  • Generous benefits package
  • Free on-site fitness center

Responsibilities include:

  • Direct a portfolio of Council priority policies, including developing research products, crafting and refining proposals, soliciting input from stakeholders, delivering written analysis, crafting compelling messaging, and providing educational support to policymakers.
  • Work with executive leadership to develop priorities for market-based climate policy, which includes border carbon adjustments, critical minerals, international investment and export strategy, and other policy areas.
  • Partner with the Senior Vice President in identifying discrete policy goals consistent with Council priorities, establishing research and engagement priorities, and delivering progress.
  • Closely monitor relevant developments in the field and report key findings to the internal team and stakeholders. This will involve tracking research, analysis, legislative developments, and advocacy as well as attending events both virtually and in person.
  • Produce research and analysis consistent with the Council’s research goals and in support of advancing its policy priorities.
  • Build opportunities for collaboration with existing and new external stakeholders toward effective policy design, including having one-on-one meetings, presenting policy ideas at various forums, preparing programming materials, leading group meetings, and cultivating new strategic relationships.

  • Share ownership of the Council's convening and engagement function, including Hill briefings, policy working groups, public events, salons, and platform opportunities for stakeholders, by originating ideas, contributing expertise and relationships, and partnering with Communications & Public Affairs and Government Relations on execution.
  • Manage workflow and work product of associate-, analyst-, and/or manager-level staff.
  • Identify and secure outside contractors, consultants, and influential scholars to conduct and publish research for the Council; manage contractual agreements and related processes, actions, and measurables.
  • Support the CEO, EVP/COO, Chief of Staff, and other senior leaders to secure funding for policy programs and other organizational priorities through engagement with corporate and philanthropic partners.

  • Bachelor’s degree required.
  • 8–10 years of experience with demonstrated expertise in domestic or international climate, trade, or foreign policy. Experience on Capitol Hill or in the administration preferred.
  • Strong knowledge of climate, trade, and/or foreign policy, including border carbon adjustments, critical minerals and supply chain security, greenhouse gas reporting, trade agreements, international negotiations, and export finance.
  • Experience in crafting policy for Congress or the executive branch, especially in areas relevant to the Council’s policy priorities.
  • Experience and expertise in project management with ability to effectively manage outside consultants and complicated timelines.
  • Experience supervising, developing, and mentoring staff.
  • Strong Hill, Administration, and policy community relationships a plus.
  • Ability to balance multiple projects, meet pressing deadlines, anticipate needs, and adjust in a changing environment.
  • Strong verbal and written communication skills, including comfort presenting to senior audiences and speaking publicly on behalf of the Council; media experience a plus.
