THE OPPORTUNITY

The EVP role offers a rare vantage point, leading at the intersection of peer learning, national policy, and

innovative programming on behalf of 120 of the country's most sophisticated affordable housing nonprofits.

This leader will join a skilled, mission-driven team and a respected CEO at a moment when the sector needs

HPN's voice more than ever.

  • Help members navigate a convergence of unprecedented circumstances: increased societal attention

to housing affordability amid a deepening crisis in a time of policy volatility.

  • Champion the interests and amplify the expertise of HPN's member organizations in the policy sphere

and broader affordable housing ecosystem.

  • Deepen and evolve HPN's peer exchange to meet members where they are, fostering genuine

equitable, multi-directional learning.

  • Build coalitions with like-minded organizations to extend HPN's policy impact at the federal, state, and

local levels in service of member organizations.

transformation.

THE POSITION

Reporting to the President and CEO and serving as an integral member of the HPN executive leadership team,

the EVP of Network Engagement and Housing Solutions (“EVP”) is responsible for key elements of HPN’s value

proposition to its member organizations and the broader sector: peer exchange and collaboration amongst

industry leaders; policy development and advocacy; programs that advance the network members’ work with

their residents and in their communities and support new models within the sector, and the sustainability and

resilience of HPN members’ properties, neighborhoods and finance efforts. The EVP oversees and leads a

multifaceted, multidiscipline, and highly skilled professional team who work together, and across the entire HPN

platform, to advance and support a broad but integrated set of member focused strategies and capabilities. The

direct reports to the EVP are the Vice Presidents for Membership & Peer Exchange, Policy, Homeownership and

Economic Mobility and Housing Sustainability. The EVP works directly and in close collaboration with executive

and senior leadership of the member organizations, external partners, and throughout HPN.

CORE RESPONSIBILITIES

Organizational Leadership

  • Participate as a key member of HPN's executive team to devise strategy, set and drive culture, and

provide management oversight to HPN and its affiliated companies.

  • Work closely with the HPN board and the executive and senior leaders of member organizations to

identify, shape, and execute collaborative approaches to membership, peer exchange, policy,

programs, and sustainability that enhance members' experience and mission impact and advance HPN's

strategic goals.

  • Engage in cross-team collaboration with HPN EVPs to advance the design, development, and

implementation of innovation, capital markets initiatives, and new social enterprises.

  • Oversee budgeting and financial management of the Peer Exchange, Policy, Programs, and

Sustainability cost centers, working in concert with the CFO to ensure overall financial performance.

  • Provide guidance, support, and assistance in fundraising efforts for HPN's peer exchange, policy,

program, and sustainability work in partnership with direct reports and the fundraising team.

Peer Exchange and Member Engagement

  • Bring broad sector knowledge and strategic insight to shape and lead peer learning, application and

sharing of best practices, and member engagement.

  • Oversee the content and facilitation of in-person bi-annual leadership exchanges, regular in-person and

virtual communities of practice, and special topic convenings for senior leaders of HPN member

organizations.

  • Support the growth and impact of the International Housing Partnership with peer organizations in

Canada, Australia, and the United Kingdom to accelerate innovation and impact for HPN members.

  • Oversee the process for recruiting, vetting, and selecting new members, and conduct outreach to new

and existing members to deepen their engagement and HPN's knowledge of their initiatives and

interests.

  • Support HPN's collaboration with key industry groups and networks — including the Strength Matters

partnership with Stewards for Affordable Housing for the Future and NeighborWorks America — to

promote peer learning and joint policy efforts.

Policy and Advocacy

  • Oversee HPN's Washington-based policy team, providing guidance on strategy, prioritization of goals

and resources, policy development, and engagement with policymakers and national partners.

  • Ensure HPN's policy activities and capabilities are closely coordinated and aligned with the network's

innovation, social enterprise, member engagement, and communications strategies.

  • Provide strategic guidance and support in the launch and execution on the Policy Innovation Center

which houses HPN’s federal policy and advocacy efforts and engages HPN members on national policy

challenges and opportunities, peer learning and knowledge sharing on state and local housing policy,

while also incubating policy ideas to advance systems change in the nation’s affordable housing

ecosystem.

Programs and Housing Solutions

  • Support HPN members in empowering individuals, families, and communities to create sustainable,

safe, and green homes and neighborhoods where all people can thrive.

  • Oversee programs and peer exchange activities among members in homeownership and wealth

building, multifamily resident services and engagement, and economic and consumer empowerment;

creating and sharing innovative approaches that advance members' work and support new models

within the sector.

  • Oversee efforts utilizing federal housing counseling contracts, including HUD HCP and Fee-for-

Counseling Service contracts and other applicable programs.

Housing Sustainability

  • Oversee the strategic development and implementation of initiatives that advance the sustainability

and resilience of HPN Members’ properties, neighborhoods, and sustainable finance efforts.

  • Oversee the growth and scaling of HPN’s housing sustainability programming for members and the

broader sector.

  • Set direction and ensure execution of HPN’s business line strategies to accelerate and scale resilience,

health, and sustainability initiatives, including generating new revenue for HPN and its social

enterprises.

CANDIDATE QUALIFICATIONS / EXPERIENCE

Education: Master's degree or equivalent years of education and experience.

Experience: Deep knowledge of the affordable housing and community development sectors and industry,

and particularly the business practices, operations and strategies of the high-capacity

nonprofit developers, owners, and lenders in the HPN network.

Ten plus years’ experience in senior management and leadership positions in nonprofit

organizations, government agencies, or mission driven private sector institutions.

A demonstrated level of interest and experience facilitating collaboration and learning among

executive and senior leadership of organizations to achieve collective impact around business,

policy, and programs among leaders of sophisticated nonprofit organizations, government

agencies, and private sector institutions.

Deep knowledge and experience in practical or formal policy development and advocacy at

the local, state, or national levels with a demonstrated track record of achievement.

Excellent oral and written communications skills; experience and ability to publicly represent

the Network at high profile events and meetings with public, private, and nonprofit partners.

COMPENSATION

An annual salary ranging from $266,000 to $330,000 will be offered commensurate with experience, plus a

comprehensive benefits package.

LOCATION

HPN is a remote-first company. “Remote-first” is an organizational strategy that makes working remotely the

primary option for most employees. All new employees will be required to be onsite at HPN headquarters or

in the Boston area multiple days during weeks designated as All-Staff weeks. There may be additional times

when teams are required to travel by their leadership based on scheduled events, team meetings, and

business needs.
