Anne Arundel County Government is looking to fill a Full-Time, Permanent, Health Equity and Racial Justice Program Manager in the Department of Health. This is professional work directing one or more operational programs.
NATURE AND VARIETY OF WORK
This position serves as a recognized authority for public health programs and projects as an influencer and subject matter expert on health equity and social determinants of health for Anne Arundel County. The position leads health equity planning for the agency and oversees a team dedicated to making a positive, lasting impact on county residents. The position manages a community health program utilizing partners to deliver health messaging and interventions in the communities they serve and identifies and secures grant funding sources to ensure adequate program support.

- Serve as the health equity expert for the Department of Health, including: representing the agency externally and internally.
- Preparing presentations, position statements, and other written materials; providing presentations about health equity.
- Reviewing current literature and tracking emerging issues.
- Overseeing monthly public Healthy Equity Forums for the agency,
- Representing the agency at community events which may require occasional evening or weekend attendance.
- Leads the development of the agency's Health Equity Plan, researching and evaluating health equity models, coordinating agency planning efforts, and developing health-equity goals, strategies, and objectives.
- Developing plan performance measures, evaluating plan implementation, routinely reviewing and updating the plan, and providing technical assistance for programs and bureaus implementing the plan.
- Assists in the development of Community Health Needs Assessment as equity expert.
- Oversee the Community Health Ambassador Program; including developing partnerships, strategic development, program implementation, monitoring, evaluation, identifying and addressing challenges, and fiscal monitoring and oversight.
- Responsible for strategic and programmatic Healthy Equity and Racial Justice program oversight.
- Supervises assigned staff,, including leading team meetings, identifying training specific to program needs and supporting professional development, conduct performance evaluation, and implementing conflict resolution and discipline procedures when necessary.
- Support agency efforts to facilitate the integration of health equity-related strategies into existing programs and inclusion in new programs.
- Seeking or supporting funding efforts to advance department strategies, and actively support work focusing on equity in the organizational culture, staff recruitment and retention, professional development and programs, and approach to engaging and managing external partner/stakeholder and community relationships.
- Develop and facilitate training on social determinants of health, barriers to care, disparate healthcare impacts, healthy equity, and cultural diversity and inclusion to promote health improvement strategies.
- Coordinate and manage special projects, assignments, and activities; collect, compile, analyze, and monitor progress; present findings to management and community partners, identify alternatives and make recommendations.
KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of laws, rules, and regulations that apply to provisions and limitations of the program to which assigned.
- Thorough knowledge of the principles, practices, and techniques of program development, implementation, management, and evaluation; and the laws, rules, and regulations that apply to the program to which assigned.
- Knowledge of the general principles of procurement, contract management, and personnel administration, as required.
- Knowledge of Federal and/or State grant funding requirements and regulations.
- Skill in leading assigned employees, providing instruction, and reviewing their work.
- Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions.
- Ability to make recommendations concerning effectiveness, efficiency, and productivity of assigned program(s).
- Ability to deal tactfully, effectively, and equitably with people.
- Ability to attend meetings or perform work at locations outside the office if necessary.
Minimum Qualifications
Experience: Four (4) years or more of experience in a *program/specialization area directly related to the assignment of the position.
- NOTE: Program/specialization area is defined as experience in health equity or health policy development, health education, organization development, diversity, and inclusion program management.
Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.
For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.
Supplemental Qualifications
Preference will be given to candidates who possess the following:
- Master's degree from an accredited university in public administration, public health, community health, social work, organization development, or a closely related field.
- Strong time management and organizational skills.
- Experience leading an agency-wide organization developing efforts focused on health equity,
- Experience selecting, supervising, and evaluating the performance of assigned staff.
- Excellent written and oral communication skills.
- Experience with understanding equity and racial justice as critical public health issues.
- Experience with community program oversight and program fiscal management experience.
- Proficient with Google Workspace and Zoom.
