Prince William County Office of Housing and Community Development is seeking a highly motivated and experienced Housing Program Analyst to join our team. This position is part of the affordable rental and homeownership initiatives within the Affordable Dwelling Unit Division at the Prince William County Office of Housing and Community Development. The ideal candidate will have a passion for public service, a deep understanding of affordable housing programs, and a commitment to creating equitable and sustainable housing solutions. About This Role: The Office of Housing and Community Development (OHCD) is seeking a detailed-oriented and service-driven Housing Program Analyst to support our Affordable Housing Programs. This position is ideal for someone passionate about housing related issues, skilled in eligibility determination, and program eligibility underwriting criteria. This candidate will also serve as a liaison with applicants, developers, lenders, escrow companies, realtors, contractors, other county agencies such as the County Attorney and Department of Planning and Zoning, and other stakeholders; work with developers to find qualified purchasers for new Affordable and Workforce units, or work directly with homeowners for the resale of these units in the County’s homeownership programs; ensure properties meet standards for purchase; market properties for sale; review real estate contracts, contract addenda, and any other legal documents required for sale of homeownership properties; review closing documents and coordinate settlements; continually monitor the overall progress of a sale to ensure it meets required timelines and regulations; provide exceptional customer service to all internal and external stakeholders.The ideal candidate will also have excellent communication and interpersonal skills to interact with coworkers, supervisors, and the public, and the ability to receive and effectively convey work direction. Key responsibilities of this role include: Thorough knowledge of federal, state, and local housing programs, as well as non-profit organizations and community groups, to maximize program impactDetermine applicant eligibility in accordance with program policies, underwriting criteria, and regulationsServe as a liaison among applicants, developers, lenders, escrow companies, realtors, contractors, county agencies (such as Development Services, Department of Planning, Zoning), and other stakeholders.Collaborate with developers to identify qualified purchasers for new Affordable and Workforce units, and assist homeowners in the resale process of existing program unitsReview real estate contracts, addenda, legal documents, and closing packages to ensure compliance and accuracyMonitor each home sale’s progress to ensure timely completion and adherence to program standardsMarket properties for sale and ensure all units meet required condition and eligibility standards.Additional DutiesConduct client interviews to determine eligibility and process applications efficiently.Maintain partnerships with nonprofit organizations, community groups, and other housing stakeholders.Monitor Affordable Dwelling Units (ADUs) for compliance with rental and resale restrictions.Track ADU resale listings and coordinate with sellers to ensure smooth transactions.Manage deed restriction documentation and annual certification renewals.Calculate and update baseline rents and unit prices for approval.Conduct on-site inspections as needed for development projects.Interpret and apply federal, state, and local housing laws, regulations, and program guidelines.Analyze data and prepare clear, concise program reports.Use software systems to manage applications, track compliance, and generate reports.Minimum Requirements: High school diploma or G.E.D., and 4 years of rental and homeownership Affordable Housing experience.Special RequirementsCertified Occupancy SpecialistCertified Specialist of EligibilityPreferences: 5 years of experience administering affordable homeownership programsKnowledge and experience in real estate sales, including contracts, closing documents, loan underwriting criteria, home inspections, and rehabilitation of homes.Knowledge and experience with lending and underwriting.Experience determining income eligibility.Excellent written and verbal communication skills, including communicating with diverse populations.Excellent computer skills, including, but not limited to, experience with affordable housing programs databases.Experience with applicable federal, state, and local laws, rules, and regulations.Experience determining initial and ongoing eligibility of applicants for affordable housing for both acquisition and rental.Work ScheduleMonday through Friday from 8 am to 4 pm OR 8:30 am to 4:30 pm for 37.50 hours per week.Due to the nature of this position, evening meetings, conferences, and events will be required.This position is eligible for telework at the manager’s discretion, but may revert to in-office scheduling as business needs change.Starting Salary Range: $72,300 to $81,344We also offer great benefits, including: Retirement from the Virginia Retirement System (VRS)401a and 457 retirement savings and investment plansPaid Annual LeavePaid Personal LeavePaid Sick LeavePaid HolidaysOptional Group Medical and Dental Health PlansOptional Group Life InsuranceAn Employee Assistance Program (EAP)Career Development OpportunitiesFull-time positions with Prince William County Government qualify for Public Service Loan Forgiveness.
