Job Purpose

The Housing Program Manager oversees The Just One Project's Operation Home programs, including Rapid Rehousing and Permanent Supportive Housing, to ensure high quality, compliant, and outcomes focused service delivery. This role provides direct supervision to Case Managers, manages daily program operations, and ensures adherence to HUD, ESG, and other funding requirements. In partnership with the Director of Programs, Finance, and Grants, the Housing Program Manager monitors program performance, financial stewardship, and reporting while strengthening landlord and community partnerships to support both immediate housing placement and long term housing stability.

Responsibilities

Program Leadership And Strategic Oversight

  • Regularly meet with the Director of Programs to provide strategic updates on program performance, risks, compliance matters, and staffing needs.
  • Participate in strategic planning and program development discussions related to Operation Home and Rapid Rehousing sustainability and growth.
  • Support the Director of Programs in strategic initiatives, compliance oversight, and program expansion efforts.
  • Make data-informed recommendations for program improvements and operational efficiency.
  • Represent the organization in housing collaboratives, and community stakeholder engagements as appropriate.

Staff Supervision And Development

  • Provide direct supervision, leadership, coaching, and performance management to Case Managers assigned to Operation Home and Rapid Rehousing.
  • Participate in hiring, onboarding, training, and evaluating Case Managers.
  • Develop staff capacity through structured training, mentorship, and professional development planning.
  • Lead monthly case review meetings and provide consistent, structured feedback and direction to Case Managers.

Program Operations And Service Delivery

  • Oversee daily program operations to ensure alignment with organizational goals, grant requirements, and best practices.
  • Monitor caseload distribution and ensure equitable and strategic client assignments.
  • Review and approve service plans, housing stability plans, and financial assistance requests to ensure compliance and effectiveness.
  • Oversee client assessments and re-assessments to ensure services are data-driven and aligned with self-sufficiency goals.
  • Ensure clients receive comprehensive wrap-around services and appropriate referrals to support long-term housing stability.
  • Monitor housing placements to ensure timeliness, stability, and compliance with program standards.

Compliance And Regulatory Oversight

  • Ensure compliance with HUD, ESG, CoC, and other funding source regulations, including eligibility determination, income verification, habitability standards, and required documentation.
  • Ensure timely and accurate documentation in HMIS and Salesforce through routine file reviews and internal audits.
  • Develop, implement, and enforce program policies, procedures, and standard operating guidelines.
  • Coordinate with Finance and Grants to prepare for monitoring visits, audits, and funder reporting requirements.
  • Oversee preparation and submission of required reports to funders and provide summaries to the Director of Programs.
  • Ensure confidentiality, data integrity, and ethical service delivery across all program operations.

Financial And Grant Management

  • Oversee rental assistance processing, financial disbursements, and budget allocations in partnership with Finance to ensure adherence to grant guidelines.
  • Monitor program expenditures and reallocate resources as necessary to remain within budget and funding restrictions.
  • Track, analyze, and report program outcomes including housing placements, returns to homelessness, income growth, and housing retention rates.

Landlord And Community Engagement

  • Oversee landlord engagement strategies and maintain strong partnerships to support Rapid Rehousing placements.
  • Ensure staff effectively mediate client landlord conflicts and appropriately escalate high-risk situations.
  • Collaborate with the Supportive Services Manager to strengthen community partnerships and remove systemic barriers to housing access.

Quality Assurance And Performance Management

  • Lead quality assurance efforts, including regular case reviews and performance evaluations to ensure service effectiveness and client progress toward self-sufficiency.
  • Identify trends, service gaps, compliance risks, and operational challenges and implement corrective action plans as needed.

Additional Duties

  • Perform other duties as assigned in support of program and organizational needs.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in Social Work, Human Services, Public Administration, or a related field or equivalent combination of education and relevant work experience.
  • 3+ years of experience working in a nonprofit organization, preferably within housing stability, homelessness services, or human services.
  • 5+ years of demonstrated leadership or supervisory experience, including direct oversight of staff, program operations, and performance management.
  • Experience working directly with diverse populations, including vulnerable or at-risk individuals.
  • Experience ensuring compliance with federally funded programs such as HUD, ESG, and Operation home initiatives, including documentation standards and monitoring requirements.
  • Experience supervising professional staff and providing coaching, corrective action, and performance evaluation in a structured and compliant manner.
  • Familiarity with wrap around services, housing navigation, self sufficiency models, and coordinated entry systems.
  • Proven ability to manage program outcomes, monitor performance metrics, and support measurable improvements in client stability and housing retention.
  • Relevant certifications in case management, housing navigation, conflict resolution, or trauma informed care are preferred.

  • Exceptional verbal and written communication skills with the ability to present data, provide clear direction, and facilitate productive meetings.
  • Highly organized with the ability to manage multiple priorities, meet deadlines, and maintain accurate and compliant records.
  • Demonstrated ability to analyze program data, interpret trends, and use data to inform decision making and service improvements.
  • Proficient in the use of HMIS, Salesforce, or comparable client management and reporting systems to ensure documentation accuracy and compliance.
  • Strong experience compiling, auditing, and submitting detailed reports to meet grant, funder, and regulatory requirements.
  • Ability to develop, implement, and enforce policies, procedures, and standard operating guidelines.
  • Knowledge of community resources and referral networks to support long term housing stability and self sufficiency.
  • Experience developing and delivering training, facilitating group discussions, and leading case review or quality assurance meetings.

WORK SCHEDULE AND EXPECTATIONS

  • This is a full-time, exempt position, requiring approximately 40 hours per week
  • Occasional evenings or weekends may be required for events or program delivery
  • This role qualifies as Exempt under the Fair Labor Standards Act (FLSA) due to administrative duties, including supervision of staff and independent decision-making.

ADDITIONAL INFORMATION

  • Must attend six mandatory 'Pop Up & Give' events per year
  • Must possess valid unrestricted driver's license or reliable transportation
  • Must possess or be willing to obtain a valid Food Handlers Card

WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • Primarily operates in a professional office environment with frequent interaction in community-based settings
  • Regular use of a computer, telephone, and other standard office equipment
  • Frequent speaking, hearing, and visual acuity required for meetings, presentations, and data review
  • Occasionally required to stand, walk, bend, or lift up to 25 lbs during events or community activities
  • Must be able to manage multiple priorities in a fast-paced, high-energy environment
  • Occasional exposure to varying indoor and outdoor conditions during events or outreach activities
