Job Description
As the Impact Manager for the Equitable Outcomes Team (EOT), the candidate will be the point person for driving progress, growth, replication and sustaining impact of a top equity priority for the City of Orlando government and its residents. The Manager will serve as the City of Orlando’s expert in strategy, implementation, and equitable outcomes by creating processes, tools, policies and other solutions to enable better delivery of crucial services. This individual will bring a rigorous approach to prioritization, a laser focus on outcomes, and a commitment to community engagement. This role requires a strong desire to help a local government improve a highly visible and impactful service, and a willingness to collaborate alongside government subject area experts to communicate key information to senior executives. The Manager will help ensure that this new government program creates long-term impact and that the city is set up to operate it sustainably and effectively for years to come – while continuously improving to meet resident needs.
About the Equitable Outcomes Team
The mandate of the EOT includes:
- Guiding the city to define success for improved delivery of critical public services
- Defining a roadmap for how to achieve the desired success outcome
- Supporting measurement, monitoring, and reporting of progress towards this outcome
- Ensuring the right community leaders and organizations are informed, involved and engaged to build public support and use of relevant services
- Leading coordination across government to solve problems, unblock challenges, and ensure continued progress towards the outcome
- Building capacity for delivery across the government, including in such areas as use of data and evidence, planning, performance management, and communications
- Developing communications materials and liaising with executive leadership in the Office of Mayor, including, but not limited to the Mayor, the Chief of Staff, and various collaborating agency leads
The city is partnering with a philanthropic partner who will fund a year-long pilot of the EOT. The pilot will run from January 2023 - December 2023 and this role will be for a fixed term for the same period.
To support the EOT’s success, Delivery Associates (DA) will provide regular technical assistance to the Impact Manager and the entire EOT to onboard, establish operations, and make progress during this year. DA will support and partner with the team through regular one-on-one coaching with global experts in delivery, and access to bespoke resources and tools to meet the needs of this leadership role and the wider team.

Core skill sets this individual will bring include:
- Delivery of outcomes: Strong implementation skills, including an ability to lead and drive daily work on multiple workstreams and to work horizontally across government to build the “connective tissue” that ensures all stakeholders have the knowledge, resources, and capacity required to make progress in implementation
- Policy and process development: Knowledge of and passion for developing policies and processes to ensure the viability, efficiency and sustainability of government, social sector or similar programs. Knowledge and ability to help grow and sustain impact through building program infrastructure and financing
- Relationship building and communication: Demonstrated experience working closely with senior government officials and other key stakeholders to build strong delivery relationships, communicate progress, and ensure knowledge sharing and collaboration
- Prioritization and problem solving: A focus on producing results for residents aligned with the highest priority utilizing a variety of tools and resources to creatively solve problems
- Data translation: Ability to interpret and use data to assess performance and identify actionable insights to drive progress
- Operational excellence: Strong track record of building and maintaining an effective administrative and project management system to support all operations, including work plans and performance management tools

Requirements
- Bachelors required, Masters degree preferred
- 5-7 years total relevant experience from business, nonprofits, government, or consulting with a Bachelors; or 3-5 years experience with a Masters
- Experience working with data and evidence to inform and improve policy or programming
- Experience working in, or working in partnership with, local government desirable
- Experience working on community engagement desirable
- Individuals with prior experience working on or with community justice, crisis response, behavioral health or equity issues, and candidates with lived experience related to these issues or the Orlando community preferred
- Must be based in and have work authorization in the United States
- Must be willing to undergo background checks by City of Orlando and Orlando Police Department, which may include drug screening and a polygraph test
- Must be willing to be based in Orlando, Florida, or within commutable neighborhoods, for the term of employment which will be based in the City of Orlando
