The Ethiopian Community Development Council, Inc. (ECDC), established in 1983, is a non-profit, community-based organization that advocates on behalf of refugee and immigrant issues; conducts cultural, health education, and socio-economic development programs; and resettles refugees in the U.S. through a network of affiliate partners. While organized to respond initially to the needs of a growing Ethiopian community in the Washington, D.C., area, ECDC from its inception has been serving newcomers from diverse cultural backgrounds while maintaining a focus on African refugees and immigrants. Currently, ECDC has a network of 26 local resettlement sites that resettle refugees and provide employment and other social services to help the newcomers become economically self-sufficient and integrated members of their communities. 


Job Summary:

Under the supervision of the Senior Program Officer for the Preferred Communities (PC)Intensive Case Management (ICM) Program, the Program Officer is responsible for overseeing the day-to-day activities of assigned PC sites. The PC ICM program provides six months to two years of ICM services for vulnerable refugees, asylees, and specific parolee populations. The Program Officer supports the PC ICM program by providing training and technical assistance to local sites, monitoring for program compliance, and working with local case management teams to continually improve services for PC ICM clients.

Key Responsibilities

Affiliate Support

  • Serves as primary contact for assigned PC ICM sites, providingtraining and technical assistance to program staff.
  • Provides and/or coordinates ongoing training and technical assistance to all PC site staff to ensure their enhanced ability to provide specialized case management services concerning domestic violence, gender-based violence, mental health, etc.
  • Develop program guidance and written materials on specialized services to be shared with and used by ECDC and its affiliate sites staff.
  • Leads in designing manuals, guidelines, and other associated program tools related to strength-based case management.
  • Conducts on-site and/or desk monitoring of program sites to ensure compliance, documents findings, and prepares and submits monitoring reports on a timely basis.
  • Reviews in collaboration with the Grants Management Specialist, assigned affiliate sites’ monthly financial expenditures and ensure alignment with approved proposal.
  • Reviews in collaboration with the Grants Management Specialist, revised budgets and carryover budget revisions by affiliates and make them ready for directors’ approval.
  • Compiles, edits, and/or writes quarterly program reports and provide timely feedback/s to assigned sites.
  • Disseminate program-related information and email alerts to program sites.
  • Handles other assignments as requested.


Program Support

  • In collaboration with the Senior Program Officer, reviews outcomes data to ensure progress toward program deliverables and outcomes and identifies areas of strength, best practices as well as challenges that require performance improvement.
  • Assists in creating/updating client case file forms, program manuals, and policies; assists PC sites in developing and/or improving program evaluation and tracking tools.
  • Prepares annual fact sheet on ECDC’s PC program with quantitative and qualitative data to be shared internally and externally.
  • Attends all meetings, conferences, and training related to the PC program, when requested.
  • Assists in PC proposal writing and is responsible for reviewing and providing feedback on proposals, budgets, budget narratives, and other materials submitted by assigned affiliate sites.
  • Drafts semi-annual and annual reports to federal funder.
  • Oversees assigned interns and their projects, and provides ongoing mentorship and advice.
  • Assists affiliate sites in developing/improving program implementation and outcomes
  • tracking tools in collaboration with other headquarters PC staff.
  • Handles other assignments as requested.


Other Responsibilities

  • Assists in the planning, preparation for, and implementation of ECDC’s annual national training for ECDC’s resettlement affiliates and associated training, conferences, and meetings.
  • Handles other assignments as requested.


Qualifications

  • Bachelor’s degree required; Master’s degree in social work or similar field preferred.
  • Minimum of one year of experience working with refugees and/or a refugee organization.
  •  Two years of work experience in direct client services, including case management, service coordination, and/or mental health services with refugees and/or immigrants. Experience supervising service providers working with vulnerable clients preferred.
  • Two-year program/project management experience. Familiarity with federally-funded contracts/programs is a plus.
  • Proven experience in producing high-quality program reports, data collection, and analysis, preparing and tracking budgets, and writing and editing proposals.
  • Proven experience in designing and conducting workshops and training for a large audience.

  • Must be legally eligible for employment in the U.S.

  • Must pass a background check.
