The Department of Revenue (DOR) employs approximately 1,600 hard-working and dedicated employees throughout Colorado. This position is located in the Liquor & Tobacco Enforcement Division and is a part of the Policy Team as the Policy Team Unit supervisor. This position is a leading authority with unique legal and technical expertise in liquor and tobacco-related laws and regulations. Position advises the LED Director that aligns with the agency's vision, mission, and goals while strategizing the implementation of approved legislation and updating or establishing rules, policies, and procedures. Policy Advisor VI will promote external relationships and bring stakeholders to the LED for working group sessions and implementation of regulations; design and strategy and tactics as well as day-to-day communications of LED both internal, externally, and across state agency communications; Assist the LED Director in review and analysis of proposed legislation, preparation of fiscal notes, policy development, rule development, and grant writing support. Assist the LED Director in contract management for the division while working alongside our PACS and Accounting Divisions. Assist in the timely management of administrative actions. This position will have extensive legal knowledge of Federal and State laws surrounding liquor and tobacco-related products. Other duties as assigned by appointing authority or supervisor.
Legislation:
- Manage the internal legislative tracking spreadsheet calendar deadlines and maintain legislative responses and testimony.
- Manage tracking and compiling of filing amendments and tracking changes as they occur during the legislative process.
- Provides recommendations and direction to the director on legislative analysis. Provide salesforce responses and communicate with the Legislative Liaison Team regarding proposed responses or questions regarding the proposed legislation.
- Assist the Director in developing and drafting talking points for legislative testimony and obtaining data to support those talking points.
- Provides legislative testimony and prepare talking points in the director's absence.
- Assist the Director with research and proposed responses and notetaking during legislative testimony.
- Manage and review for accuracy the division in the yearly post-legislative session agency reports spreadsheet for the DOR Legislative Team.
- Manage and review the division for accuracy by updating the yearly HB18-1250 Noncompliance Report for the DOR Legislative Team.
- Ensure website information on legislative and rule updates and changes is updated regularly.
- Examines, clarifies, and explains statutory and regulatory proposals and changes, policies, and procedures. Review signed bills to assist the director in communicating various law or rule updates in bulletins to various stakeholders.
- Consult with the LED Director regarding drafting and updating training bulletins for various stakeholders.
- Assist the Director with communications to the industry regarding working group meetings, the application process to become a working group member, ensuring meetings are scheduled and hybrid meeting locations have been reserved, and coordination with other state departments to ensure they have a seat at the meetings. This position will work alongside the director to develop talking points or PowerPoint presentations for rulemaking working group sessions.
- Filing rules with the Secretary of State Office and meeting all necessary deadlines.
- Perform legal and state-to-state research regarding various liquor and tobacco topics and provide the director with an overview of possible changes within the industry that could impact updates or changes in law or rule to develop a strategy of implementation regarding the regulation of liquor and tobacco products.
- Inform and negotiate with licensees or their attorneys regarding administrative actions to include stipulations, stipulations orders and agreements, license denials and revocations.
- Obtain financial records to assist Policy Advisors IV and III with fine calculations due to a licensee's non-compliance with statutes or regulations.
- Ensure all administrative actions are tracked and continue promptly.
- Manages and tracks all administrative actions drafted by the policy team to ensure accuracy and completeness.
- Reviews all charging documents the Enforcement Team receives to ensure they comply with the law and rules.
- Develops policies and procedures regarding the administrative action process to ensure all standards are met with the Administrative Procedures Act.
- Assist in drafting annual reports regarding the data report for administrative actions.
- Position will be the contract manager for the division.
- Will ensure the PACS division receives all review contracts, and the appropriate parties sign the contracts. The position will ensure all contract levels are maintained, payments are received promptly, and invoices are presented to the budget team for processing and tracking.
- This position will notify the director 120 days before a contract expires so we can decide to renew or discontinue the contract relationship.
- Fulfill all supervisory duties, including training, coaching, and regular supervision, to ensure projects are appropriately staffed and the best qualified and prepared for maximum productivity and project success.
- Provide feedback and coaching: write, review, and sign performance plans; evaluate and sign performance evaluations and ensure employees and human resources receive the completed yearly evaluation.
- Resolves employee performance problems and issues, disputes, and informal (Step 1) grievances. Maintain up-to-date knowledge of departmental, divisional, and Statewide policies and procedures.
- Plan, prioritize, assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deliverables deadlines, and department and divisional goals and objectives.
- Approves or denies UKG timecards and requests for leave.

MINIMUM QUALIFICATIONS:
Education and Experience:
Must meet one of the following or any combination of experience/education to meet the qualifications:

9 years of experience in a legal, regulatory, or public policy/administration field. .

Bachelor's degree from an accredited institution in a closely related field as determined by the Department.

5 years of professional experience in a legal, regulatory, or public policy/administration field or a closely related field as determined by the Department.

Necessary Special Requirements:
- Applicants must possess a valid Colorado driver's license.

- Knowledge of Colorado rules and regulations related Liquor Enforcement Division.
- Excellent communication and interpersonal skills.
- Ability to anticipate tasks, situations, etc., to carry out responsibilities.
- Proven ability to work independently and accept supervision.
- Proven success organizing and tracking workload.
- Ability to prioritize workload and delegate assignments to meet goals and objectives.
- Excellent leadership, supervisory and team building skills.
- Certified juris doctorate degree.
- License to practice law in any jurisdiction.
- Knowledge of CO liquor and/or tobacco law.
- Knowledge of state statutes and rulemaking processes.
- Experienced in advising senior management on policy decisions.
- Policy administration, interpretation, and implementation experience, particularly with state/local governments related to enforcement.
Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.
