Job Summary
Under the general direction of the Assistant Director of Legislative and Governmental Affairs, the Chief of Policy Office has the primary responsibility for providing overall day-to-day strategic leadership, guidance, information, and coordination in support of Cal OES’s Executive leadership and other federal, state, local, and tribal stakeholders in a wide range of program legislative and policy development and evaluation activities. The incumbent is responsible for working with the largest and most complex programs and organizations to implement executive priorities and strategic objectives relating to emergency management and public safety programs. The incumbent leads a team that analyzes, updates, and develops new state and federal policy and legislation, and program initiatives and operational practices in order to ensure effective achievement of the department’s strategic goals. The Chief utilizes critical subject matter expertise and knowledge of Cal OES’s mission and programs in guiding and collaborating with essential stakeholders in the development of cross-cutting initiatives covering multiple years. Initiative development frequently requires high-level planning coordination with internal and external partner organizations. The incumbent is also responsible for continuously monitoring federal policy, legislative, and programmatic developments, and preparing executive-level reports and briefings to inform Cal OES leadership of emerging trends, risks, and opportunities.
The Chief has direct strategic and policy oversight of Cal OES’s executive initiatives, special projects, and is responsible for the planning, analysis, development, and implementation of California’s emergency management and public safety program policy objectives, ensuring coordinated engagement across the agency, and in concert with other States, and National Associations. Coordination of California’s emergency management and public safety area includes partnering with not only federal, state, local, tribal, and private sector partners, but also with the California Emergency Services Association, National Emergency Management Association and the International Association of Emergency Managers. This includes maintaining strong working relationships with congressional members and staff, as well as with key federal agencies, to advance Cal OES's strategic policy goals and ensure California’s interests are represented in federal discussions. This critical policy area builds a comprehensive, integrated approach in working to ensure California has the right strategies and capabilities in place to manage those hazards that pose the greatest risk to the State, its people, and its critical infrastructure and key resources. These areas of coordination are a demanding and ever-evolving environment, and the incumbent will be required to provide executive level support, coordination, and collaboration with subject matter experts in an effort to develop and recommend strategies and policies consistent with executive program goals and objectives.

Working Conditions
In Office - This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.
Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
