The Wounded Warrior Project (WWP) Policy and Legislative Analyst Specialist supports members of the Government and Community Relations team in their work to advance WWP’s legislative and advocacy in Congress. The Policy and Legislative Analyst conducts research, tracks legislation, attends congressional hearings, and assists with strategy development. The primary responsibility for the Policy and Legislative Analyst is to track, review, and analyze federal legislative and regulatory matters, and changing laws to determine how legislation may affect wounded, ill, or injured Warriors, family support members, and caregiver.
DUTIES & RESPONSIBILITIES
Support the Government and Community Relations team to advance WWP advocacy priorities and inform on WWP public policy positions.
Attend and report on congressional hearings, briefings, legislation mark-ups, federal agency meetings, non-profit community engagements, and military and Veteran-related policies to senior WWP leadership as necessary.
Track, analyze, and report on federal legislation and regulations that impact veterans, service members, military families, and caregivers for internal and external audiences.
Conduct research on veteran policy through legislative analysis, meeting with congressional staff, and engaging Department of Defense and Department of Veterans Affairs Officials.
Prepare reports on federal legislative and regulatory matters of interest to WWP.
Organize and manage a repository of WWP public policy positions, research, internal memoranda, and other materials related to legislation, advocacy letters, and other communication methods.
Manage the development of congressional testimony, congressional roundtable remarks and talking points, and federal agency rulemaking comments, to include testifying before congressional audiences.
Assist with development, updating, and monitoring of WWP Government Affairs team’s external engagements and background materials.
Support the Government and Community Relations Directors to develop and implement advocacy campaigns for high-priority policy initiatives at the federal and state levels, specifically tailored to the issue to maximize success.
Prepare internal and external communications, e.g., drafting emails, reports, memos, and presentations, and other internal and external communications.
Coordinate cross-organizational communication with WWP program management to support and inform on policy initiatives.
Collect and analyze data to assist the GCR team in their decision-making and in reporting to leadership the activities and results. Compile and analyze data to identify and track trends.
Coordinate engagements, working groups, roundtables, and meetings.
Assist in the development of meeting agendas, slide decks and basic meeting materials in advance of meetings.
Assist with execution of WWP Government and Community Relations external events to promote WWP’s legislative priorities and other related purposes.
Develop community support for WWP and effectively communicate WWP’s history, mission, vision, and the benefits of WWP programs and services, and inspire others to become involved with and support WWP.
Represent WWP at events, meetings, discussions, hearings, and conferences. Provide written summaries and recommendations to Government and Community Relations team.

Working understanding of the legislative process, public policy, and current policy and advocacy issues.

Strong understanding of military service organization (MSO) and veteran service organization (VSO) community needs, concerns, and issues.
Demonstrated ability to establish working relationships with WWP teammates to advance the mission and advocacy priorities and inform them about WWP public policy positions.
Strong relationship-building skills with a thorough understanding of relationship management and partnering.
Demonstrated the ability to manage sensitive matters with diplomacy, and confidentiality, and build effective working relationships with diverse individuals.
Effective presentation skills. Confident communicator, with demonstrated ability to present information effectively to large audiences, small groups, and individuals, and facilitate discussion, serving as a strong effective representative of WWP.
Proficiency using Microsoft Office, e.g., Word, Excel, Outlook, PowerPoint.
Professional presence and demeanor.
High energy level. Self- starter; willing to take initiative.

EXPERIENCE
Requirements
Two years of experience in advocacy, policy, or legislative affairs or research.
Preferences
Two years of military experience or working with veteran’s or military service organizations.
Two years of experience working with a non-profit organization.
Two years of experience working in a Congressional office, an Executive branch office, or with a lobby firm.
EDUCATION
Requirements
Bachelor’s degree in political science, business, management, communication, or other relevant field of study. Equivalent combination of education, experience, training, or certification may be considered in lieu of degree..
WORK ENVIRONMENT/PHYSICAL DEMANDS
General office environment; temperature controlled.
Up to 30% travel.
