Policy Manager

The Policy Manager plays a critical role in advancing Arizona Coalition for Change (AZC4C) and Our Voice Our Vote Arizona’s (OVOV) policy and advocacy agenda by leading the organization’s day-to-day policy strategy, legislative tracking, and policy execution. Reporting to the Political & Advocacy Director, this role ensures that policy work is disciplined, responsive, and deeply connected to organizing, advocacy, and political strategy.

The Policy Manager translates community priorities and organizing insights into actionable policy analysis, legislative strategy, and education tools. They oversee policy research, manage bill tracking, support policy organizers, and lead rapid response on emerging policy threats and opportunities—ensuring OVOV remains proactive, credible, and effective in shaping policy outcomes that impact working-class Arizonans.

Core ResponsibilitiesPolicy Strategy & Legislative Tracking
  • Lead day-to-day policy strategy implementation in alignment with OVOV’s long-term advocacy goals and 2026 Policy Agenda.
  • Track state and local legislation relevant to OVOV’s priority issue areas, including housing, economic security, childcare, environmental justice, democracy, and immigrant justice.
  • Maintain bill trackers, legislative calendars, and policy dashboards to inform leadership, organizers, and partners.
  • Identify legislative opportunities, threats, and strategic moments for intervention or escalation.
Policy Research & Analysis
  • Oversee policy research and analysis to support advocacy campaigns, legislative priorities, and electoral strategy.
  • Develop policy briefs, memos, one-pagers, and background materials that clearly articulate community-informed positions.
  • Translate complex policy proposals into accessible, values-driven explanations for staff, members, and the public.
  • Support the Political & Advocacy Director with research, analysis, and strategic recommendations.
Policy Organizing & Staff Support
  • Support policy organizers, ensuring alignment between policy work and organizing strategy.
  • Work closely with organizers to integrate policy education into base-building, leadership development, and campaign work.
  • Support organizers in developing policy demands, talking points, and campaign goals grounded in legislative reality.
  • Provide guidance on how policy levers connect to power analysis, campaign escalation, and decision-maker targeting.
Policy Education & Capacity Building
  • Lead internal policy education efforts for staff, fellows, and leaders—ensuring shared understanding of priority issues and legislative processes.
  • Develop policy education materials for community members, including workshops, trainings, and issue guides.
  • Support political education efforts that help members understand how policy decisions impact their material conditions.
  • Ensure policy education strengthens agency, participation, and long-term engagement—not just awareness.
Rapid Response & Advocacy Support
  • Lead rapid response on policy developments, including bill movement, amendments, votes, and public statements.
  • Prepare timely policy summaries, talking points, and recommendations for leadership, organizers, and communications staff.
  • Partner with Communications to ensure accurate, strategic messaging during fast-moving policy moments.
  • Support testimony preparation, coalition sign-on letters, and advocacy actions as needed.
Coalition & Stakeholder Engagement
  • Represent OVOV in policy coalitions, working groups, and legislative briefings as delegated by the Political & Advocacy Director.
  • Coordinate with coalition partners to align strategy, share intelligence, and advance shared policy goals.
  • Support relationship-building with legislative staff, policy advocates, and allied organizations.
Internal Coordination & Accountability
  • Collaborate closely with the Political & Advocacy Director to ensure policy execution aligns with broader advocacy and political strategy.
  • Work cross-departmentally with Organizing, Communications, and Data/Research teams to support integrated campaigns.
  • Support tracking of policy-related goals, outputs, and outcomes to inform learning and strategy refinement.
  • Ensure compliance with organizational structures and boundaries across C3, C4, and PAC work.

Ideal Skills and Experience


  • 3–6+ years of experience in policy analysis, legislative advocacy, or government relations; Arizona legislative experience strongly preferred.
  • Demonstrated experience tracking legislation and navigating state or local policy processes.
  • Experience supervising staff or supporting organizers in a policy or advocacy context.
  • Strong research, writing, and analytical skills, with the ability to translate policy into accessible language.
  • Experience working alongside organizers or campaigns to connect policy to power-building.
  • Ability to manage multiple policy streams in a fast-paced legislative environment.
  • Familiarity with C3/C4 policy and advocacy compliance.
  • Deep commitment to racial equity, economic justice, and community-led change.
  • Strong organizational skills, political judgment, and attention to detail.
