The Center for Court Innovation is a non-profit organization that works to create a more effective and humane justice system by performing original research and helping launch reforms by guiding justice innovators, nationally and internationally. The Center creates operating projects that have been documented to reduce the use of jail and prison, assist victims of crime, and strengthen communities.

The Brownsville Community Justice Center ("Justice Center'" BCJC) seeks to reengineer how the justice system works in Brownsville, Brooklyn. In particular, the Justice Center is dedicated to building off-ramps for young people who come into contact with the justice system by providing much needed services to young people arrested in Brownsville. The aim is to provide the kind of support that young people need to become law abiding members of society. The ultimate goal is to reduce crime and the use of incarceration, while at the same time restoring local faith in the justice system.

The Brownsville Community Justice Center seeks a Program Manager of Placemaking and Workforce Development to implement BCJC’s youth led place-making activities with a strong focus on public safety and neighborhood revitalization. Reporting to the Project Director, the Program Manager will assist with the coordination of BCJC’s Mobility out of Poverty core strategies: Youth Entrepreneurship; Neighborhood Incubation Retention and Expansion; Youth Workforce Development; Placed-Based and Place Making strategies.

Responsibilities include but are not limited to:

  • Work with the Justice Center's Associate Director of Placekeeping and Workforce Development to build and maintain relationships with city agencies, local service providers and program partners, including workforce development partners/employers, law enforcement, faith leaders, stakeholders and community-based organizations to identify neighborhood resources;
  • Develop and maintain the Placemaking Initiatives database to analyze and evaluate place making and youth programming impact ensuring alignment with the Justice Center’s “Brownsville: Stronger Together” antiviolence campaign and mobility out of poverty core strategies;
  • Develop and oversee research, communication that support strategic planning goals in collaboration with senior leadership;
  • Oversee the use of funder-based software systems to collect, compile, analyze, evaluate, and disseminate data and information from a variety of sources to support the department;
  • Develop strategies to cultivate and grow relationships with alumni, current and potential workforce development participants, increasing retention, persistence, and completion;
  • Attend community meetings and events and other partner meetings, as requested;
  • Manage internal audits, quarterly grant progress reports and other program reports as needed to ensure compliance of grant deliverables. Includes reporting successes and challenges to Project Director regularly;
  • Supervise and train staff and subcontractors who support project/program planning and implementation;
  • Actively support the development of curriculum by staff and subcontractors for interest-based trainings;
  • Participate and facilitate team meetings (and trainings) to ensure coordination and appropriate work flow across supervisees;
  • Model and implement creative problem solving and a system of positive youth engagement techniques through case conferences, group facilitation, programming and effective youth development practices;
  • Develop BCJC’s youth workforce development strategies and partnerships;
  • Develop the Justice Center’s “Neighborhood Hub” through strategic planning (research, logic model, action plan), programming, partnership development, assessment of outcomes, toolkit, and management of allocated resources;
  • Develop, maintain, and make accessible (via the Neighborhood Hub) a resource guide for local Brownsville stakeholders;
  • Create a community engagement plan connecting the Brownsville community to resources and programming available through the “Neighborhood Hub” and its resource guide;
  • Manage the Justice Center’s public safety, community revitalization, and placemaking activities and events through best practices and toolkits including the Belmont Revitalization Project;
  • Ensure that program updates and information are shared across the departments to build capacity, support effective use of resources, increase information flow, and inform departments’ programming efforts;
  • Utilize community organizing techniques to mobilize the community to participate in activities designed to change local norms towards violence and build community efficacy;
  • Implement a range of visible, multi-sector, permanent and semi-permanent community benefit projects within Brownsville’s identified “hotspots” and Marcus Garvey Apartments and Belmont Avenue;
  • Create agenda, site plans, supply and tasks list and budgets for proposed events and monitor appropriate execution;
  • Model a hands-on approach to guest and community relations during public events and activities thru set-up, break down, greeting, engagement and assistance;
  • Manage city reimbursement packages for public events and maintenance;
  • Create and maintain stakeholder and volunteer outreach database, which tracks successful engagement milestones, including participation in volunteer events, community benefit projects, referrals, enrichment activities, workshops and public programming;
  • Work collaboratively with others in a diverse and inclusive environment;
  • Actively maintain a work culture conducive to innovation and team building;
  • Provide all services in a culturally competent manner that is responsive to the needs of at risk youth.
  • Additional relevant tasks, as needed. 

Qualifications:  The ideal candidate will have a Bachelor's degree in the human services field and 5 years of relevant program management experience, a Master's degree and 2 years of relevant experience, OR significant equivalent lived experience. Experience working closely with delinquent, court-involved youth and families strongly preferred. Candidate must have a mature grasp of community organizing and relationship building techniques, strong team skills, and ability to work in a fast-paced environment. Strong administrative and computer skills for timely comprehensive tracking required. Familiarity with the Central Brooklyn and/or Brownsville communities preferred.

Position Type:  Full-time, Mon-Fri, 10am-6pm, Some night and weekends required. 

Compensation:  Salary range starts at $61,560 and is commensurate with experience.
