Position Summary
The Program Services Manager provides comprehensive oversight and strategic leadership across four critical service areas: community outreach, youth and school-based programming, victim services, and administrative support functions. The Program Services Manager supervises program staff and manages program budgets and grants compliance, fosters community partnerships, and ensures that all program activities meet quality standards, regulatory requirements, and organizational goals.
Essential Duties & Responsibilities
1. Outreach Services
• Develop, coordinate, oversee and evaluate community outreach initiatives to increase awareness of available services and resources.
• Build and maintain collaborative relationships with community organizations, government agencies, schools, faith communities, and other stakeholders always seeking growth.
• Oversee and assist design targeted outreach campaigns for underserved and hard-to-reach populations, including culturally and linguistically specific communities.
• Represent the organization at community events, coalition meetings, trainings and public forums.as requested.
• Track and report outreach metrics and analyze data to improve reach and impact.
• Develop, coordinate, oversee and evaluate community outreach initiatives to increase awareness of available services and resources.

2. Youth & School Services
• Oversee the planning, implementation, and evaluation of youth programming, including during- and after-school, prevention, and intervention programs.
• Establish and maintain partnerships with school administrators, counselors, teachers, and parent organizations to expand school-based service delivery.
• Supervise youth program staff and ensure programs are client-focused and trauma and evidence-informed, and aligned with best practices.
• Ensure compliance with school district policies, grant requirements, and all applicable regulations for working with minors.
• Facilitate age-appropriate psychoeducation, skill-building workshops, and support groups for youth, seniors and other community organizations.

• Manage and coordinate trauma-informed direct services for victims of crime associated with youth and school services.
• Ensure youth services staff apply trauma-informed, survivor-centered, and culturally competent approaches in all interactions.
• Collaborate with community agencies to support a coordinated community response.
• Develop and monitor individualized service plans; track client outcomes and program effectiveness.
* Ensure timely and accurate documentation of services in case management systems.
• Manage and coordinate trauma-informed direct services for victims of crime associated with youth and school services.

4. Administrative Support & Operations
• Supervise and support administrative staff assigned to program services, (Counseling, Legal, Crisis Intervention, and IT), including scheduling, workload management, and performance evaluation.
• Develop and maintain program policies, procedures, and standard operating guidelines.
• Develop, review and maintain contract policies guidelines for Senior Program, keeping in line with budget or funding guidelines.
• Assist in the preparation of progress reports, and all needed funder correspondence.
• Maintain accurate and organize records and databases; ensure data integrity and confidentiality.
• Coordinate and participate in community trainings, community events, and program activities.
• Intervene in all scheduling, on and off-site commitments related to services as needed

• Model and promote self-care and organizational wellness practices, especially for staff working with trauma-affected populations.
• Participate as a member of the leadership team and contribute to organizational strategic planning.

Qualifications
Required Education & Experience
• Bachelor's degree in Social Work, Psychology, Counseling, Public Administration, Criminal Justice, Education, or a closely related field.
• Minimum of five (5) years of progressive experience in nonprofit program management, social services, or a related field.
• Minimum of two (2) years of supervisory or team leadership experience.
• Demonstrated knowledge of outreach best practices, youth development principles, victim services, and trauma-informed care.
• Bachelor's degree in Social Work, Psychology, Counseling, Public Administration, Criminal Justice, Education, or a closely related field.
• Minimum of five (5) years of progressive experience in nonprofit program management, social services, or a related field.
