CASA & CASA IN ACTION SYNOPSIS:

CASA’s mission is to create a more just society by building power and improving the quality of life in working class and immigrant communities. CASA has a sister organization, CASA in Action, a separate, but related, nonprofit organization that is exempt from federal income tax under section 501(c)(4) of the Internal Revenue Code. Although CASA and CASA in Action share a common goal of supporting immigrants and low-income people in Maryland, Pennsylvania, Georgia, Virginia, and nationally, they are separate organizations with their own board of directors. A set of employees at the two organizations, including the person filling this position, shares their time between the two organizations. This has no effect on salary or benefits.

DEPARTMENT SYNOPSIS:

CASA in Action PAC, a sister organization to CASA in Action, expands our capacity to impact elections and grow political power. Together, CASA in Action with CASA in Action PAC have mobilized hundreds of thousands of Latinos, Black, and other voters of color to the polls through targeted data-driven electoral programs throughout Maryland, Virginia and South Central Pennsylvania. CASA in Action PAC conducts robust electoral programs, integrating micro targeted communication outreach, calls, texts and socially-distanced door canvassing, to expanded their voter outreach in Pennsylvania into two new counties, Delaware and Lebanon Counties, grew their presence in Virginia’s 1st and 2nd congressional districts, and mobilized Latino voters in their first electoral program in Georgia - during the January 2021 U.S. Senate run-off elections.

POSITION SUMMARY:

CASA in Action is seeking a full-time Regional Elections Manager to lead our field operations work in Virginia, primarily by developing and implementing robust, people-powered field operations programs to increase the share of the electorate with voters from working families and immigrant communities through direct voter contact work.

The ideal candidate will have a passion for organizing and empowering teams and developing electoral structures centered on grassroots organizing and political campaigns. The Regional Elections Manager is an accomplished leader and outstanding networker that has demonstrated a deep commitment to racial equity and is knowledgeable on best practices for direct voter engagement work. Additionally, they will work directly with state table partners, community leaders, members, and registered voters to increase voter participation and bring about real people-powered political movements. The ideal candidate is committed to getting results in a fast-paced environment without sacrificing input or quality and has a proven ability to build high-performing teams in our field and cultivate talented team members.

The Regional Elections Field Manager will be largely field based, about 70% of the time.

ESSENTIAL RESPONSIBILITIES:

The Regional Elections Field Manager reports to the CASA in Action Director of Elections and is responsible for the following:

●       Development and Implementation of the Field Operations Plan: Develop field operation strategy, planning timelines and work plans for paid Virginia field programs alongside the CASA in Action Program Director. Field programs include voter registration, voter mobilization, and voter accountability work. Implement and lead the field operations to elevate people power and increase share of the electorate with Black and Latino voters. Recruit, hire, train and manage all field coordinators and canvassers needed to meet program goals.

●       Lead Daily Field Operations Work: Meet with field coordinators, daily, to develop, modify and facilitate field operation plans and review programs’ progress. Support field coordinators in their supervisory role, provide them feedback on their canvass launches, and debriefs. Monitor field staff daily progress to goal and develop improvement plans, when necessary, to ensure field operations work meet overall program goals. Order, distribute and ensure all field teams have an adequate amount of canvassing equipment and supplies. Track and report field staff attendance and timesheet with Base Builder before each payroll-reporting deadline.

●       Development of Evidence-Based Field Operations Content Materials: Develop and maintain evidence-based field training curriculum that builds knowledge of movement politics, voting and elections, and voter outreach best practices. Create adjoining field content materials that help cement learned knowledge and skills. Stay well informed of latest research, proven tactics, and best practices for voter engagement. Lead field training for all field coordinators and canvassers.

●       Development and Facilitation of Field-related Events: Develop and facilitate structured field events that focus on voter outreach and political leadership development, including candidate, member engagement, and volunteer events. Lead volunteer recruitment efforts for all planned events.

●       Development and Facilitation of Leadership Pipeline: Develop and implement a structured leadership development pipeline program that builds on political leadership, program development, voter engagement skills. Recruit, hire, and lead a group of individuals seeking political, civic engagement and voter engagement experience.

●       Represent CASA in Action in State and Local Tables: Represent our family of organizations at state and national table convening. Connect and build relationships with other field managers at partner organizations and candidate campaigns. Coordinate turf allocation and negotiation with state table staff and partner organizations.

●       Maintain Field Operations Data Integrity: Develop and implement quality control standards and systems for monitoring, reporting and evaluating collected data to ensure highest quality and integrity across all programs. Address issues highlighted through quality control with field coordinators and establish performance improvement plans to build skills of low performing field staff. Manage and maintain all program platforms used by the field operations team, including Smart VAN and America Votes VAN. Ensure all collected data is reported accurately and committed in a timely manner. Develop and maintain field-canvassing reports used by the field team to track qualitative voter feedback.

●       Lead Field Operations Program Reporting and Evaluation: Lead program evaluation of all field operations work to measure outcome success and impacts of final outputs; work with key program staff to set data and evaluation outcome goals and assist with development of longitudinal data systems. Prepare reports, presentations and other print and electronic products, using both qualitative and quantitative data, to provide clear and useful results, outputs and outcomes; work closely with the development team to ensure proper tracking of field operations outputs and outcomes for funder reports.

●       Miscellaneous: Meet deadlines established by the supervisor and in the Department and individual work plan. Participate actively in the annual planning process, including developing and executing individual work plans, evaluating, and providing feedback on plans as the year progresses. Perform other job-related duties as assigned.

EDUCATION/CERTIFICATION/LICENSURE:

●      Bachelor’s Degree or relevant job experience

●      At least five years of experience combined in either grassroots organizing or electoral campaign work in a role that includes electoral campaign planning and program development

●      Must have reliable transportation, Valid US Driver’s License and automobile insurance

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

●       Deep commitment to social change and to growing CASA and CASA in Action as membership organizations in which members have decision-making authority.

●       Experience working with immigrant, working-class, and historically marginalized communities

●       An understanding of how to run campaigns as an independent expenditure or coordinated with candidate campaigns and state tables.

●       Strong understanding of legal parameters for electoral organizing in 501(c) (3) and 501(c) (4) contexts.

●       Proficiency in administering VAN across multiple states.

●       Proficiency in managing campaign data using programs for data tabulation and presentation (Excel and Google Docs).

●       Excellent writing and speaking skills.

●       Previous management experience

●       Bilingual English/Spanish, preferred.

●       Experience in working with local and national political coalitions is a plus.

●       Highly organized and able to manage multiple ongoing projects. Position requires strong attention to detail and relentless follow-up.

●       Self-motivated with a record of accomplishment of displaying leadership and building team morale.

●       Strong interpersonal communication, conflict resolution and negotiation skills. Ability to connect with a wide variety of elected, administrative, organizational, and grassroots leaders. Outgoing and highly charismatic personality is necessary.

●       Ability to work independently and as part of a team.

●       Must be comfortable driving passengers in a van and/or driving community members in personal vehicles from time to time.

●       Must be able to work flexible hours including evenings and weekends. Early morning, late evening, and weekend hours are common.
