Job Description
The Visa Global Policy (GP) team’s mission is to position the company as a leader in shaping public policies that expand digital payments and promote an open and competitive payments ecosystem, helping individuals, businesses and economies to thrive. The team supplies strategic insights and evidence-based analysis to support Visa's public policy priorities and develops positions on a range of policy issues that affect the digital payments sector, globally. The team also provides expert advice to internal and external stakeholder groups on a broad range of payments policy issues.
Position Summary
As a member of Visa's Global Policy team within Visa's Government Engagement (GE) organization, the Senior Manager will be responsible for providing strategic policy insights and advice on payments-related policy issues, with a specific focus on payment economics, e.g., interchange and pricing and digital infrastructure, e.g., real-time payments. The individual will have expertise in payments-related Central Bank issues, globally. The Senior Manager will work on a range of strategic and emerging payments policy issues, as required. The individual partners with Visa’s business and product teams to develop to develop strategies, messaging documents and other content to shape policy outcomes. The individual will also work with other cross-functional teams, including product, regulatory, and regional teams - to identify public policy trends, analyze their impact to Visa, and promote inclusive public policies that drive growth. The individual will partner closely with market-based Government Engagement teams to develop analytical content that supports specific payments-related advocacy campaigns.

Detailed Job Description
The Senior Manager, Payments Policy primarily provides expertise on payments-related policy issues, with a particular focus on interchange, real-time payments, and Central Bank-related public policy developments. The individual may work on other payments policy priority issues that impact Visa, as required. The individual is tasked with developing and implementing policy and advocacy strategies, developing and supporting government consultations, and developing positions and related messaging on payments policy priorities. The Senior Manager will have a global perspective, and will work closely with Visa’s GE, Interchange & Pricing, and other business, product, and regional teams, as needed. In addition, they will:
- Monitor payments-related public policy developments across markets and identify emerging policy trends, analyze their impacts to Visa, and work with cross-functional teams to develop a strategic response to emerging policy threats and opportunities.
- Build deep partnerships with GE and other regional colleagues by proactively identifying opportunities for collaboration and delivering effective solutions.
- Write and/or support development of public policy position papers
- Coordinate with other internal functions including, but not limited to, market-based GE teams, Regulatory Affairs, Legal, Corporate Strategy, Business and Economic Insights, Risk, and Corporate Communications to ensure consistency of corporate positions and decisions across all parts of the organization.
- Support local and regional business executives and regional GE colleagues with specific requests for information, advice, industry data, as needed.
- Support executive engagements by developing briefing materials, presentations, talking points, etc.
- Manage external partnerships and third-party research and work statement that align with the responsibilities related to the role.
This is a hybrid position. Hybrid employees can alternate time between both remote and office. Employees in hybrid roles are expected to work from the office 2-3 set days a week (determined by leadership/site), with a general guidepost of being in the office 50% or more of the time based on business needs.
Qualifications
Basic Qualifications:
- 8 or more years of relevant work experience with a Bachelor Degree or at least
2 years of work experience with a PhD

- 9 or more years of relevant work experience with a Bachelor Degree or at least
2 years of work experience with a PhD
- Deep understanding of payments-related policy issues, including interchange
Banking, and payments-related technologies.
- Demonstrated experience in payments policy, with a focus on policy analysis
strong understanding of the payments business required.
- Ability to work closely with business and communication functions, receive
based on business objectives and ROI methodology.
- Demonstrated experience leading projects and building collaborative
- Proven experience managing multiple complex issues related to payments
- Demonstrated experience working with and managing outside consultants,
policy messages and regulatory strategies.
- Superior written and verbal communication skills, including the ability to
- Outstanding inter-personal, presentation, and communications skills.
- Ability to work across multiple time zones, countries, and cultures.

Travel Requirements: This position requires travel 5-10% of the time.

U.S. APPLICANTS ONLY: The estimated salary range for a new hire into this position is 147,700.00 to 192,000.00 USD per year, which may include potential sales incentive payments (if applicable). Salary may vary depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position may be eligible for bonus and equity.
