Department Information Office of the Lieutenant Governor Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration’s priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado.

Description Of Job Position Title: Senior Advisor to Lt. Governor and Deputy Director of the Office of Saving People Money on Health Care

Department: Office of the Lieutenant Governor

FLSA Classification: Exempt

Organizational Relationships: This position reports to the Lt. Governor's Chief of Staff.

Supervisory Relationships: This position supervises the following positions: Senior Policy Advisor on Post Viral Infection Planning and the OSPMHC Policy Analyst Coordinator. In addition, this position may oversee other staff and/or interns as needed by the roles and responsibilities of the position.

Expected Annual Travel: Occasional travel.

Summary Of Functions Senior Advisor:

The position 1) serves as the senior disability policy advisor who provides strategic policy and legislative analysis and recommendations, project management, press guidance, and general policy support for the Governor's agenda. 2) Provides strategic leadership to advance Lt. Governor and administration priorities, including the impacts of chronic diseases on Colorado health systems.

Deputy Director, Office of Saving People Money on Healthcare (OSPMHC)

The goal of the OSPMHC is to identify and implement policies that will reduce health care costs while expanding access to quality care in every corner of Colorado. The Deputy Director of the OSPMHC will be responsible for overseeing the daily operations of the OSPMHC under the direction of the Lt. Governor as Director.

This position requires a strategic thinker with significant experience in health and disability policy work, especially at the state level, an effective communicator who is comfortable interacting with a wide range of stakeholders, including elected officials, cabinet members, advocates, providers, patients, and individuals with disabilities and their families. This position requires taking initiative to solve problems by proposing and implementing solutions. This position requires the ability to manage staff in the accomplishment of office priorities.

Roles And Responsibilities
  • Inform Governor and Lt. Governor's Office and the legislature on disability and chronic disease related issues, i.e. health care, employment, and transportation.
  • Analyze Colorado policy changes to determine impact on people with disabilities.
  • Actively represent the Governor and Lt. Governor's Office in relevant task forces, working groups, and stakeholder meetings concerning various areas of disability. This role requires communicating publicly on behalf of the administration.
  • Engage external stakeholders as appropriate to inform and support policy and the Governor's strategic agenda.
  • Serve as a liaison between state agencies, community organizations, the administration, advocates, individuals with disabilities, health care providers, and family members.
  • Serve as constituent services support when complex concerns are brought to the administration regarding disability.
  • Provide leadership and guidance regarding reasonable accommodations to state agencies.
  • Supervise office staff in pursuit of administration health care priorities.
  • Ensure alignment of long COVID and post-viral infection planning with administration health care priorities.
  • Collaborate closely with teams in the Governor’s and Lt. Governor’s office and appropriate state agencies. Work closely with the Governor’s policy advisors, especially health policy, and the Governor’s legislative team to help advance administration priorities.
  • Coordinate State agency and external engagement efforts. Develop and maintain strong working relationships with key stakeholders and constituencies throughout the state to inform this work.
  • Work with the Lt Governor to manage the Core 5 Health Cabinet and agencies, ensuring coordination and advancement of Administration priorities and the advancement of metric-based strategic goals.
  • Work with the Lt. Governor to facilitate the All Roads Lead to Health Cabinet in order to coordinate efforts across state government.
  • Monitor legislative and administrative developments at the state and federal level that impact Colorado, particularly those that advance the Administration’s priorities.
  • Manage daily operations of the OSPMHC under the direction of the Lt. Governor. Develop and implement office priorities.
  • Provide briefings, talking points and other work products for the Governor and Lt. Governor.
  • Other duties as required.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights Education and Experience:
  • Must have 3 or more years professional experience in a health policy or disability related field.
  • Must possess exceptional organizational, communication, and customer service skills and the ability to maintain confidential information.
  • Supervisory experience.
  • Requires a strategic thinker and self-starter who is familiar with the public sector, preferably at the state level and familiarity with Colorado and understanding of issues unique to this state.
  • Demonstrated advanced knowledge of and experience in applying a disability equity lens and the application of state and federal disability rights laws to state operations.
  • Experience working with Colorado disability advocates.
  • Experience building relationships and working with local or state governments and organizations in solving large scale challenges with limited resources.
  • Experience conducting analyses of community living and disability matters and developing initiatives and recommendations to address those matters.
  • Ability to create, facilitate, and mediate an open dialogue for multiple perspectives and styles to be heard.
  • Ability to carry out assignments independently.
  • Ability to establish and maintain effective personal relationships with peers, supervisory staff, state agencies and external stakeholders.
Preferred Qualifications
  • Lived experience working closely with the disabled community preferred.
  • Knowledge of how to use Google Suites is preferred.
