The Team You’ll Work With:
The Mayor’s Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data
and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city
where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable
neighborhoods. MOCEJ integrates sustainability, resiliency, and environmental justice into one
coordinated approach across several climate and environmental offices, all working to make our
buildings efficient and resilient; our infrastructure climate ready; our streets, open spaces and public

The Problems You’ll Solve:
This split role position reports to the Deputy Directors for Clean Energy and Adaptation Strategies within
MOCEJ, supporting both the Public Solar NYC Program and climate adaptation initiatives. The Senior Policy
Advisor will manage and implement clean energy projects, support broader solar initiatives, and advise
on clean energy policy and regulatory issues. Simultaneously, they will lead adaptation-related planning
efforts, including scope development, coordination with various agencies, and project administration. Key
responsibilities include coordinating the Climate Strong Communities program, managing relationships
with City agencies, and aligning priorities to support the implementation of the City's resiliency plan in
specific neighborhoods.
The ideal candidate will be an entrepreneurial, organized, and results-driven self-starter with
demonstrated experience in project management, stakeholder outreach, policy development, and
community engagement. They must bring expertise in adaptation projects, infrastructure funding and
finance, and land use policy in the context of climate change. The ability to operate in a fast-paced
environment, often under short deadlines and high-pressure, is essential. The advisor will play a pivotal
role in developing and implementing strategies to safeguard communities and infrastructure against
climate change impacts, ensuring resilience and sustainability while supporting an equitable transition to
renewable energy in New York City.
Public Solar:
• Manage and launch the Public Solar NYC Program, which will use EPA Solar for All dollars to build
community solar projects that serve low income New Yorkers and solar installations on 1-4 family
homes in Disadvantaged Communities.
- Advise on solar issues including, but not limited to, integration of distributed solar into the City’s
adaptation projects, and ensuring solar investment prioritizes Disadvantaged Communities and
advances the City’s environmental justice priorities.
- Establish and maintain relationships with internal and external stakeholders within supporting
organizations and leaders, academia, real estate industry, energy developers, and elected
officials to build support for public solar, ensure meaningful community engagement in planning
and implementation, and refine and build support for MOCEJ’s clean energy goals.
- Lead in stakeholder outreach and events including some evening and weekend times.
- Work with partners to create and support processes for community owned clean energy projects
- Otherwise advise MOCEJ on clean energy policy, clean energy priorities, and local and state
energy policy and regulatory issues (i.e equitably transitioning New York City’s energy system to
renewables) as needed.
Adaptation
• Lead and manage all aspects of discrete adaptation-related planning projects, including project
scope development, coordination with City, State and Federal agencies, and project
administration, including project tracking and monitoring;
- Manage relationships with City agencies and coordinate inter-agency actions; work closely with
implementation of the City’s resiliency plan in specific neighborhoods;
- Coordinate the Climate Strong Communities program, which is targeted at strategic engagement
federal grant funding
- You have an Undergraduate or Master's degree in a relevant field such as Public Policy, Urban
- You have a minimum 5 years of professional experience in clean energy, climate adaptation, or
- You’ve demonstrated expertise in adaptation projects, infrastructure funding and finance, and
- You have strong project management skills with experience leading complex, multi-stakeholder
- You have in-depth knowledge of solar energy systems, policies, and regulations
- You have familiarity with EPA Solar for All program and other relevant federal, state, and local
- You have experience in community engagement and stakeholder outreach, particularly in
- You have excellent communication and interpersonal skills, with the ability to work effectively
- You have proven ability to develop and implement strategic plans and policies
- You have strong analytical and problem-solving skills
- You have experience in coordinating with government agencies and navigating bureaucratic
- You have knowledge of New York City's energy landscape, environmental justice priorities, and
- You have proficiency in data analysis and reporting tools
- You have the ability to work in a fast-paced environment and manage multiple projects
- You have flexibility to work some evenings and weekends for community events
- You have familiarity with grant management and administration is a plus
- You have the ability to navigate City government and communicate effectively with
- You are resourceful and flexible, while being organized and detail-oriented
Salary
The City of New York Office of the Mayor’s compensation package includes a market competitive salary,
equity for all full-time roles and exceptional benefits. Our cash compensation range for this role is
$95,000 – $103,000.

factors.
